Brief Description of the Assignment |
i)
Historical
climate data and climate change projections on key climatic
variables(temperature, precipitation, drought and extreme events etc) in 2030,
2050 and 2100; ii)
Historical
and anticipated future trends in flash flood, drought, hail storms, cold
snaps, rainfall, flood waves (afal),thunder storms
etc.; iii) Estimate of Greenhouse Gas (GHG) emissions from land-use,
land-use change and forestry. iv) Identify and analyse the common
hazards that take place locally, their frequency, magnitude and likelihood. v)
Identify
the agriculture (primarily paddy) & fisheries sector exposure to climate
risk and climate risk hotspots area in risk maps. vi) Provide a graphic presentation of the history of climate
risks and development in the community with emphasis on the agriculture and
fishery sector. vii) Analyse perceived livelihood problems, causes of problems, coping
mechanisms, livelihood opportunities of women and men, and the impact of
climate risks in the agriculture and fishery sector. viii) Track seasonal changes, climate-related hazards, community
events and other activities related to a specific month in seasonal calendar
for agricultural and fishery sector. ix) Identify times of working with crops and fisheries or
livestock, in Haor, off-farm and domestic work as well as pinpointing gender
roles. x)
Review
the existing relevant policies, acts, rules, orders, operational procedures,
etc. on agriculture and fisheries and proposal for capacity development of
the project beneficiaries. xi) Identify anticipated socioeconomic challenges brought
about by climate change; xii) Identifying socioeconomic changes important to deal with
climate change impacts; and Identify appropriate adaptation options in the
context of future scenarios; xiii) Information gathering that includes reviews of current
planning and strategic documents, quantitative information obtained from
global/regional scenarios and quantitative modelling,
and qualitative information on local challenges to adaptation. xiv) Develop guidelines to Disaster Risk Reduction (DRR) and
Climate Change Adaptation (CCA) for HILIP and CALIP. xv) Develop an induction pack for each of the guidelines to
assist the project for providing training to the staff and make them capable
to use the guidelines. The study should cover 5 (five)
project districts of Netrokona, Kishoreganj, Brahmanbaria, Habiganj and
Sunamganj that includes 28 project Upazilas. |

Experience, Resources & Delivery
Capacity Required |
Experience:
The team leader must have a total of 15 years of experience, out of which at
least 8 years’ experience in relevant study, also in the field of climate
change and participatory scenario development with national or international
development agency; working with local communities and governmental officials
as well as designing studies and research. Other team members should have
proven advance level educational in Climate Change, Disaster Management, Water Resources Management, Fishery, Agriculture, Geography, Social Science or
related field(s). All other members of the team should have at least 5 years
of working experience in specific sector. Resource: The
team leader must have Masters’ or higher degree on Climate change, Social
science, development studies, disaster management, Engineering or relevant
discipline and should be strong in computer and communication skills (oral,
writing and presentational). The firm should have competent data collector,
data analyst, field supervisor and must be financially solvent to carry out
the study. The team leader should process skill in developing tools for
various studies. Capacity: The
firm must have experience of working with participatory methodologies and
capacity to deliver the required results and reports of the study following
the Terms of Reference (ToR). In addition, the firm
should have experts/specialist with relevant experience who can deliver the
services to fulfill the requirements of HILIP/CALIP. Working experience in
Haor areas and evidence of undertaking similar assignments and production of
quality results will be an advantage. Good track record and reputation of
conducting similar assessment for reputed national and international
organization. |
