For
Short-listing
of a National Individual Consultant: Quality Conntrol Engineer
(QCE)
The
Government of the People’s Republic of Bangladesh has received a credit for
Haor Infrastructure and Livelihood Improvement Project (HILIP)) from the International Fund for Agricultural Development (IFAD) and the Spanish Food Security
Co-financing Facility Trust Fund (IFAD Loan No-I-847-BD, IFAD Grant
No-I-C-847-BD & Trust Loan No-E-3-BD) and intends to apply part of the
proceeds of this credit to cover eligible payments under the contract for the
provision of consultancy services for the project by the following National
Individual Consultant. In view of above, the Project intends to
engage the same consultant. The service, experience, resource and delivery capacity expected for the position are outlined as follows:-

The applicant should have at least Bachelor degree in Civil
Engineering from any reputed university.
S/he should have at least 20 years of professional experience of which
5 years as quality control engineer in any institution. The incumbent should have at least 5 years’
experience as consultant in civil works especially road construction/
maintenance. The consultant should have experience in donor financing project
management, preparation of operation manual, experiences in quality control,
structural design, BOQ preparation, supervision of
civil and labour intensive works. |
Quality Control
Engineer (QCE) is the key senior consultant position will take the role of
quality control and advising to management of the project. The scope of
the service will include, but not limited to: Task 1: Preparation of bidding documents for all
civil works including technical specifications and BOQ and supervision of
infrastructure construction including any maintenance; Task 2: Managing quality of civil works carried out
by contractors and labor contracting society (LCS) as per specification, design
and environmental compliance by visiting sites or using other instruments and
preparing inventory of all infrastructures; Task 3: Ensuring timely preparation and submission
of progress reports of all civil works in the prescribed format for Ministry,
ERD, IFAD, STF and other GOB agencies as and when required; Task 4: Ensuring certification of payments of all
civil works in regular and random basis as per project implementation manual
and guidance of Project Director; Task 5: Advising issues related to implementation
and supervision of civil works, road maintenance, and ensure participation of
women members in LCS of these activities to the greatest extent possible; Task 6: Advising engineering aspects of village
flood protection works, and in prioritizing roads market and village for
development according to project criteria; Task 7: Advising any measures required to minimize
or mitigate environmental impacts in conjunction with other project staff,
prepare report (process and progress) regarding engineering aspects of the
project, and maintain inventory of all infrastructure maintenance; Task 8: Assisting District/ Upazilla / PMU in
timely planning and completing civil works in annual work plan and budget; Task 9: Playing key role on Knowledge Management
and communicating the best practice related quality control and lessoned
learned to the IFAD Asia network, Newsletter of LGED and IFAD with the help
of KM specialist of the project; and Task 10: Being liable to Project Director of HILIP
and accomplishing any other duties assigned by him and his authorized
representative. |
The Project
Director now invites eligible applicants to indicate their interest in
providing the services. Interested applicants are invited to provide information
indicating that they are qualified and competent to perform the services with a
complete CV having one copy of recent passport size photograph and other
details as required as per the application forms of RFA document provided by
the undersigned.
Only one consultant will be selected in
accordance with the PPR-2008. It is expected that the services may be commenced
on March-2017 and continued till the end of project completion or June
2019 based on requirement. Interested applicants may obtain further information and collect the
request for application (RFA) documents by applying to the address mentioned
above during office hours up to 01/02/2017 at 5:00 PM.
Expressions of interest shall be
submitted by the applicants on or before 02/02/2017 at 2.00 PM in sealed envelope delivered to the
undersigned and be clearly marked “Request
for expression of interest for short-listing of Ouality Control Engineer.
