Request for Expression of Interest (EOI)

For

Short-listing of a National Individual Consultant: Monitoring & Evaluation and Knowledge Management Specialist

 

 

The Government of the People’s Republic of Bangladesh has received a credit for Haor Infrastructure and Livelihood Improvement Project (HILIP)) from the International Fund for Agricultural Development (IFAD) and the Spanish Food Security Co-financing Facility Trust Fund (IFAD Loan No-I-847-BD, IFAD Grant No-I-C-847-BD & Trust Loan No-E-3-BD) and intends to apply part of the proceeds of this credit to cover eligible payments under the contract for the provision of consultancy services for the project by the following National Individual  Consultant. In view of above, the Project intends to engage the same consultant. The service, experience, resource and delivery capacity expected for the position are outlined as follows:-

The applicant should have a postgraduate university degree in relevant disciplines (Social sciences, economics, management, finance, statistics or similar).   The incumbent should have professional experience of 20 years of which for at least 5 years as M&E consultant in government projects/ donor funded projects.  The incumbent should have formal training in M&E reporting, survey, impact study or similar activities in infrastructureespecially in Bangladesh.S/he should have good knowledge in computer literacy in MS Office packages and /or computer based regression analysis tools. 

 

The Monitoring, Evaluation and Knowledge Management (MEKMS) shall carry out the following tasks stated below:

 

Task 1:  Develop M&E guidelines, manual, framework, tools, and reporting format for the project (HILIP and CALIP); 

 

Task 2:  Draw annual plan for implementing the M&E and Knowledge Management activities for the project; 

 

Task 3:  Prepare and ensure timely M&E and Knowledge Management reports on monthly, quarterly, half-yearly and yearly basis for LGED, GoB and IFAD and other relevant stakeholders as and when necessary;

 

Task 4:  Prepare terms of reference for consulting firm to carry out project survey (baseline, intermediate and final i.e. project completion);

 

Task 5:  Assist in monitoring and supervising the activities of the survey consulting firms in order to achieve the time information on baseline, intermediate and final survey of the project;

 

Task 6:  Review and comment on the reports (inception, interim, draft and final report) submitted by the survey consulting firm; 

 

Task 7: Train and engage project staff in M&E and Knowledge Management in project activities;

 

Task 8: Prepare completion report on lesson learned from the implementation and outcome of the project intervention and likely project in future; 

 

Task 9:  Carry out survey and studies with the help of enumerators as and when demanded by the project; 

 

Task 10:  Develop survey questionnaire, test and collect data from fields; 

 

Task 11:  Develop reporting formats and prepare reports on the survey carried out;

 

Task 12: Disseminate survey results to the appropriate stakeholders through workshop/ leaflets/ newsletters, or other media; 

 

Task 13:  Coordinate with any external socio-economic survey/ studies related to project activities; and 

 

Task 14:  Carry out any other tasks relating to M&E and Knowledge Management assigned by the Project Director from time to time.  

 

 

The Project Director now invites eligible applicants to indicate their interest in providing the services. Interested applicants are invited to provide information indicating that they are qualified and competent to perform the services with a complete CV having one copy of recent passport size photograph and other details as required as per the application forms of RFA document provided by the undersigned.

Only one consultant will be selected in accordance with the PPR-2008.  It is expected that the services may be commenced on March-2017 and continued till the end of project completion or June 2019 based on requirement. Interested applicants may obtain further information and collect the request for application (RFA) documents by applying to the address mentioned above during office hours up to 01/02/2017 at 5:00 PM. Expressions of interest shall be submitted by the applicants on or before 02/02/2017 at 2.00 PM in sealed envelope delivered to the undersigned and be clearly marked “Request for expression of interest for short-listing of Monitoring & Evaluation and Knowledge Management Specialist.
