Request for Expression of Interest (REOI)
For
National
Individual Consultant: Livelihoods and Training Specialist (LTS)
1. The Government of the People’s
Republic of Bangladesh has received a credit for Haor Infrastructure and
Livelihood Improvement Project (HILIP) from the International Fund for
Agricultural Development (IFAD) and the Spanish Food Security Co-financing
Facility Trust Fund (IFAD Loan No-I-847-BD, IFAD Grant No-I-C-847-BD &
Trust Loan No-E-3-BD) and intends to apply part of the proceeds of this credit
to cover eligible payments under the contract for the provision of consultancy
services for the project by the following National
Individual Consultant.
2. HILIP now
invites eligible individual national consultant to submit their application for
providing the services for The Livelihoods and Training Specialist (LTS).
3. The purposes and objectives of the assignment are as
follows:
(a) The Livelihood and Training Specialist (LTS) will support to enhance
production, diversification and marketing of crops and livestock products by
developing the capacity of smallholder producers to participate in selected
market-based value chains as well as by establishing and supporting
market-based institutions.
(b) The activities of this component will
primarily revolve around three sub-sectors: Crops and horticulture,
livestock/poultry, and fisheries.
(c) For the livestock and poultry sub-sector, the
incumbent will support the following activities: (i) training, demonstrations
and exchange visits; and (ii) the introduction of improved animal breeds.
(d) For the fisheries sub-sector, the incumbent will conduct pilot tests for
new fishery technologies and will also improve the processing and packaging
techniques. In addition to the work in this specific sub-sector, this component
will support different market institutions through technical assistance and
training.
(e) The service of LTS is to promote livelihoods
scopes and facilities by initiating the activities for the poor and small farm
holders in the sub-sectors mentioned above.

The incumbent should have at least 4-year graduate degree in agriculture,
economics, agri-economics, management, finance, marketing, business studies or
development studies with 5 years experience out of 15 years of total service. The Livelihoods and Training Specialist
(LTS) should
have experience as consultant/specialist in agricultural development, agricultural
development, livelihoods, and value chain development. However, further
experience in project designing, monitoring and training in relevant areas will
be preferred.

The Project
Director now invites eligible applicants to indicate their interest in
providing the services. Interested applicants are invited to provide
information indicating that they are qualified and competent to perform the
services with a complete CV having one copy of recent passport size photograph
and other details as required as per the application forms of RFA document
provided by the undersigned.
6.
Only one consultant will be selected in
accordance with the PPR-2008. It is expected that the services may be commenced
on January-2018 and continued till the end of
project completion or June 2019 based on requirement.

Interested applicants may obtain further
information and collect the request for application (RFA) documents by applying
to the address mentioned above during office hours up to December 18, 2017 at 5:00 PM. Expressions of interest shall be submitted by the applicants on or before December
19, 2017 at 2.00 PM in sealed
envelope delivered to the undersigned and be clearly marked “Expression
of interest for Livelihoods
and Training Specialist (LTS)”.
8.
The Procuring Entity (PE) reserves the right to accept
or reject any or all EOIs without assigning any reason whatsoever.
