Request
for Expressions of Interest (EOI)
for
Selection
of Individual Consultants (National): 3(three) position
1. The People’s Republic of Bangladesh has received a
credit from the International Development Association (IDA) Cr. No. 5339-BD towards the cost of the Municipal Governance
and Services Project (MGSP) and intends to apply part of this credit to
eligible payments under the contract for
Service of Individual Consultants (national): 3(three) position under Municipal Governance and
Services Project (MGSP)
2.
The purpose of the
consultancy services are to provide support to Project Management Unit (PMU),
MGSP to ensure (i) preparation, analysis, implementation
& monitoring of social development and safeguards compliance of the
selected subproject based on SMF and World Bank polices; (ii) preparation,
analysis, implementation & monitoring of environmental aspects/impacts
compliance of the selected subproject based on EMF of World Bank polices; and
(iii) financial management and disbursement support to PMU and assessing the FM
capacities of the ULBs for eligibility of project funding. Details of the services for the
assignment are as follows:

Social Development Specialist (SDS) |

The Social Development Specialist will be a
qualified social scientist with a Master’s degree in Social Science
preferably in Social Work / Economics/ Sociology / Anthropology/ Regional
Planning / Development Studies / Management. He/she will have the following
level of experience in relevant fields: At least 15 years of work experience and proven track record in relevant field that shall include at least 5 years’ work experience in land acquisition and involuntary resettlement area of developing countries especially in Bangladesh and South-East Asia; Should have knowledge of computer applications to
manage database and generation of reports is essential; Should possess skills in using participatory
rural/rapid approaches in planning, implementation and monitoring and
evaluation; Should have good documentation skills, especially
in documenting social management process, success/ failure stories and
lessons learnt; and Should have experience of working on similar or
related projects financed by the external / multilateral agencies is an added
advantage. Strong familiarity with GoB’s land acquisition rules and regulations and World Bank’s current policies of involuntary resettlement, indigenous peoples, and other social development guidelines like gender, inclusion and participation and accountability. |

Environmental Specialist (ES) |

The Environmental Specialist should have a Masters or Higher Degree(s) in Natural Science/ Environment Science/ Engineering. S/he will have the following experience in the relevant fields: 10 years of working
experience with minimum 5 years of environment related experience; Experience in
construction related environment management; Experience in IEE
& EIA Studies of World Bank/ADB/JICA etc. funded Projects is preferred; Excellent verbal and
written communication skills in English and Bengali. |

Junior Financial Management Specialist (Jr FMS) |

Masters
in Accounting/Finance/Management with 5(five) years of experience in
maintaining accounts of a large organizations preferably in development
projects. |

The Project Director, MGSP,
LGED
now invites eligible Applicants to apply for the position. Applicants are
invited to provide information indicating that they are qualified to perform
the services (complete CV with other details as required).

The consultant
will be selected in accordance with the selection of individual consultants
procedures set out in the World Bank’s Guidelines: Selection and Employment of
Consultants under IBRD Loans and Credits & Grants by World Bank Borrowers,
January 2011.

Expressions of Interest
shall be submitted by 2:00 PM on or before 05/04/2017,
in sealed envelope delivered to Project
Director, Municipal Governance and Services Project(MGSP), LGED Bhaban (Level-6), LGED, Dhaka-1207 and be clearly marked “Request for Expressions of Interest for Selection of Individual
Consultant-position”
The Client reserves the right to
accept or reject any/all Expression of Interest (EOI).
