Request
for Expressions of Interest (EOI)
for
Development,
up-gradation and maintenance support of software’s consultancy services for
Municipal Support Unit (MSU) of Local Government Engineering Department (LGED)
1. This request for expression of interest follows the
General Procurement Notice(GPN) for this project that appeared in the UN
Development Business online on 25 February2013
2. The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) Cr. No. 5339- BD towards the cost of the Municipal Governance and Services Project (MGSP) and intends to apply part of this credit to eligible payments under the contract for development, up-gradation and maintenance support of software’s consultancy services for Municipal Support Unit (MSU) of LGED.

The
objectives of
the MGSP are to improve municipal governance,
basic urban infrastructure services and reduce urban poverty in selected Urban
Local Bodies (ULBs) - City Corporations and Municipalities. The Municipal
Support Unit of LGED and the countrywide ULBs will require consultants’ support
on computerization of ULB’s records, financial management and development,
up-gradation of software’s and maintenance support services. For this purpose a
Software consulting firm for development,
up-gradation and maintenance support of software’s consultancy services for
Municipal Support Unit (MSU) of LGED will
be engaged over a period of 12 (twelve) months. The software
consultant shall provide a team of suitably qualified and experienced ‘key
personnel’ to undertake the assignments.

The
Local Government Engineering Department (LGED) now invites eligible consultants
to indicate their interest in providing the services. Interested consultants
must provide information indicating that they are qualified to perform the
services (brochures; description of similar assignments; experience in similar
conditions; financial resources; availability of appropriate skills among staff; etc.).
5. The EOIs would be reviewed on the
basis of the following:
a) Registration of the firm.
b) Age of firm (years in relevant business).
c) Availability of key professionals.
d) Financial resources of the consultant (turnover of
last five years)
e) Experience of the firm in similar tasks/assignments
(examples of past experience- similar nature and/or complexity including cost
and duration of the assignment).
f) Experience of the firm in other works (examples of
other experience including cost and duration of the assignment).
g) Support services of the firm (office space, support
staff, equipment).
h) CMMI (Capacity Maturity Model Integration) level.
6.
Software consulting firms may associate with other firms
to enhance their qualifications, and, if association, should mention whether
the association is in the form of “joint venture” or “sub-consultancy”. It is
preferable to limit the total number of firms in an association including the
Lead Firm to 4 (four).
7. A software consulting firm will be selected in accordance
with the Quality and Cost Based Selection (QCBS) procedures as set out in the
World Bank’s Guidelines: Selection and Employment of Consultants under IBRD
Loans and Credits & Grants by World Bank Borrowers, January 2011.
8. Interested consultants may obtain
further information at the address below during 09:00 to 17:00 hours in normal office days excepting Friday and
Saturday. A shortlist of firms will be
prepared, from the expressions of interest, for requesting proposals for this
assignment.
9. Expressions of Interest must be delivered to the address below in sealed envelope on or before 10 April, 2018 during office hours. Submission through e-mail will also be accepted provided it is delivered before the deadlines and the hard copy of the same REOI will be sent to the undersigned as well.
