Request for Expression of Interest (EOl)

For selection of Benefit Monitoring & Evaluation (BME)

Consultants for

Northern Bangladesh Integrated Development Project (NOBIDEP)

 

The Government of the  People’s Republic of Bangladesh(GOB) has received an ODA Loan from the Japan International Cooperation Agency (JICA) towards the cost of the Northern Bangladesh Integrated Development Project (NOBIDEP) and intends to apply a part of the proceeds of this Loan for the  payments for consultancy services for Benefit Monitoring & Evaluation  of the project, herein after called BME consultants.

 

The main objective of the BME will be to oversee whether the outcomes and impacts have been attained as specified in the logical framework, draw lessons, and offer recommendations. The activities for the BME include: 1) determining the methodology and measures to monitor and evaluate the outcomes and impacts; 2) conducting a baseline survey to conduct assessment of the extent to which the outcomes and impacts have been achieved during and after the Project implementation; and 3) conducting midterm and terminal assessments to monitor and evaluate the outcomes and impacts.

 

Detail terms of reference (TOR), scope of the work and minimum person- months have been mentioned in the EOI document.

 

Total project covers 14 districts namely Rangpur, Kurigram, Gaibandha, Nilphamari, Lalmonirhat, Dinajpur, Thakurgaon, Panchagarh,  Jamalpur, Sherpur, Tangail, Mymensingh, Netrokona and Kishoreganj including 18 targeted pourashavas in the project area. Duration of the project is 6 (six) years. LGED now invites (EOI) from eligible international firms having qualified consultants to indicate their interest in providing the services. The consultant must have i) satisfactory overseas experiences for providing Benefit Monitoring and Evaluation consulting services for similar nature of works. ii) Experience in a south Asian developing country, & iii) Experience in working with Japanese ODA Loan projects in Bangladesh is preferable.

 

Interested consultants must provide information in the annexure- 1to annexure-5 of this EOI document, indicating their qualification and experiences to perform the services. International consulting firm(s) under a single contract will be selected to provide the consulting services. Forming association with local firms is not obligatory but is encouraged. To prepare a short list, the EOIs will be reviewed on the basis of the evaluation criteria set in the EOI document, and the short listed firms thereafter will be invited to submit proposals. Consultants may associate to enhance their qualification but should mention if the association is in the form of “joint venture (JV)” or “sub-consultancy”. All members of an association should have real and well defined inputs to the assignment. The consulting firm(s) may form joint venture association with each other subject to the understanding that they will be “solely” or “Jointly” and

“severally” liable for entire performance under the contract. The consulting firm(s) shall not be allowed to participate in more than one proposal in any capacity including sub-contracting or association.

 

The consultant (firm) will be selected using the Quality and Cost Based Selection (QCBS) method in accordance with the “Guidelines for the Employment of Consultants under Japanese ODA loans” dated April 2012. It is expected that the services will be commenced on March 2014 and shall be completed on June 2019 in a intermittent manner. Interested applicants are requested to collect EOI document from the office of the undersigned. EOI document will be available from the office of the undersigned up to 5.00pm of 04 June 2013. Expression of Interest (EOI) shall be submitted in sealed envelope, delivered to the address below on or before 05 June 2013 up to 3.00 PM BST and be clearly marked “Request for Expressions of interest for Selection of Benefit Monitoring & Evaluation (BME) Consultancy Services for Northern Bangladesh Integrated Development project”
