Recruitment Notice
The Government of
Bangladesh (GOB) has received loans and grants from International Fund for
Agricultural Development (IFAD) towards the cost of Coastal Climate Resilient
Infrastructure Project (CCRIP) and intends to apply a portion of the proceeds
of this fund to eligible payments for
the under mentioned staff support services for Coastal Climate Resilient
Infrastructure Project (CCRIP) for which this recruitment notice is issued.
Applications are
hereby invited in sealed cover from the eligible applicants of Bangladesh
Nationality to prepare a panel for recruitment for the following posts under
Coastal Climate Resilient Infrastructure Project (CCRIP).

Monitoring Assistant |

PMO, |
Degree in
relevant Social Sciences with some formal training in M&E as an added
advantage. The Monitoring Assistant
should have 3 years relevant working experience at project level
M&E or with NGOs. Previous experience in foreign aided project level
M&E would also be an advantage. Besides, he/she should have basic
Computer skills including MS Office, MS Project, SPSS and familiarity with
relevant M&E database and statistical software. |
-He/she will work under the guidance of the Monitoring,
Evaluation and Knowledge Management (MEK) Specialist; -Assist the the
Monitoring, Evaluation and Knowledge Management (MEK) activities ; -Ensure timely preparation and
submission of the progress report in the prescribed format to Ministry, ERD, GOB and
co-financiers when required -Assist in preparing Annual Work Plan and Budget in accordance
with the intended output and outcomes.
-Work on producing M&E reports
with regard to all project co-financier’s requirements. -Undertake any other duties that
the PD (through the the Monitoring, Evaluation and
Knowledge Management (MEK) Specialist) may reasonably assign. |

Accounts Assistant |

the RPOs and PIUs on
requirement |
The Accounts
Assistant should have a degree in accountancy, finance, economics or
equivalent and should have 3 years experience in maintaining accounts.
Experience of maintaining accounts using double entry accounting software
would be an added advantage. Besides,
he/she should have basic Computer skills including MS Office, MS Excels, and
other accounting softwares |
-Work under the
guidance of the project Accountant; -Familiar with
the IPSAS accounting system and introduce those system in the project by
giving training to the relevant accounting staff; -Assist
Accountant in maintaining accounts using double entry software; -Assist
Accountant in all matters of accounts and audits specially checking bills,
budgeting, , fund transfer, disbursement, auditing and reporting etc. -Liaising with
the RPOs and PIUs on
regular basis and collect financial data
for reporting to development partners and GOB; -Assisting the
Accountant to prepare monthly and quarterly Financial Project progress
reports. -Other duties as
may be reasonably assigned by the PD. |

3. |
Upazila
Infrastructure Supervision Engineer (UISE) |
32 (Thirty-Two) |
The Upazilla Engineer Office of any IFAD covered Upazila. |
Diploma in Civil
Engineering; Preferably 5 years experience in implementing civil works with
regard to building/road/bridge construction and market infrastructure
development works. Experience working with the Labour
Contracting Societies (LCS) or community contracts in foreign aided projects
will be added advantage. Besides, he/she should have basic Computer skills
including MS Office, MS Excels etc. and able to estimate the civil works
using estimating softwares. Ability to drive motor
bikes. |
-Works under the
supervision of the XEN and the Upazila Engineer ; -Assists the Upazila Engineer on matters as: selection of
sub-projects, design of road and market rehabilitation, identifying land
necessary for development in consultation with MMC, conducting surveys,
preparing estimates and BOQs, preparing tender
documents, engaging LCS, independent day-to-day supervision of execution of
works, checking sub-grade strength, testing construction materials and
finished items, reporting all test results, quantity estimation for billing
purposes, ensuring construction site conditions as per environmental
requirements, awareness building among villagers, engaging MMCs, and so on; -Assists in
formulation of Labor Contracting Societies (LCSs)
and provide them all kinds of implementation support with regard to training , procurement, works implementation, record
maintenance, reporting etc. -Cooperate
closely with the Project Director, Senior Assistant Engineer , RPOs , the XEN and
the Upazila Engineer in preparing, planning,
coordinating and monitoring project implementation; -Assists the XEN
and the Upazila Engineer in preparing district-wise
sub-project appraisal reports (SARs) for the districts
covered by the Project. The XEN submits these SARs
to the Project Director of LGED, for approval of the co-financiers; -Advises and
assist the XEN and the Upazila Engineer in
preparing a detailed project implementation plan and Annual Plans of Operation
taking account of the need for timely completion of preparatory tasks, and of
the construction constraints imposed by the monsoon season; -Assists the Upazila Engineer and
XEN in the preparation of detailed designs and budgets; -Assists the XEN
and the Upazila Engineer on any modifications
required to standard designs and technical specifications used by LGED in
order to meet project requirements, particularly in relation to enhanced
climate resilience measures; -Assists the
PMO, the XEN and the Upazila Engineer to establish
and operate a system for monitoring and reporting on the performance of
planned routine and periodic road maintenance in the Project area; -Assists the
XEN, the PMO and the Upazila Engineer to select the
rural infrastructure sub-projects to be improved by the Project, in
accordance with the selection criteria established and agreed by the
co-financiers and GOB for the Project; -Assists on land
acquisition and Resettlement Plans and assist the XEN in participation,
employment-generation and BME aspects of the project; -Assists the XEN
and the Upazila Engineer in the engagement of
“Construction Observers” to assist monitoring of subproject works and/or
where necessary intensity of monitoring is difficult to achieve by other team
staff. -Assists the XEN
and the Upazila Engineer with preparation of
reports describing progress, performance and future plans, and identifying
any actions to be taken to ensure timely achievement of the project’s outputs
and objectives; -Assists with the
preparation of the completion report at the end of assignment; -Coordinate and
assist other DSC , MSC, INGOs and other Consultants of the project; -Assists with
any other duties as may be reasonably assigned by the XEN and the Upazila Engineer. |

Conditions;
a)
The selected candidates
will be recruited initially for 1 (One) year
contract and the contract may be
extended on yearly basis upto the project period subject to satisfactory performance;
b)

The VAT & TAX

medical fitness certificate from the appropriate medical authority before
joining;
i)
The
candidates influencing directly or indirectly in the recruitment process will
