Request for Expression of Interest (EOI)

For EOI No: 05/2014

Selection of Firm/Company for providing Outsourcing Staff.

01. The Government of People’s Republic of Bangladesh (GOB) has approved “Haor Flood Management and Livelihood Improvement Project (HFMLIP) LGED part” towards the cost of ODA loan of JICA and GOB to manage recurrent flood and enhance living standard through livelihood improvement in five (5) Haor districts: Sunamganj, Habiganj, Netrokona, Kishoreganj and Brahmanbaria. The Project is of eight (8) years duration and expected to be concluded by June 2022. The Local Government Engineering Department intends to apply a part of its GOB fund to payments under the contract for provision of support Service staff by a firm/company as outsourcing basis.

02. The outsourcing firm/company will be engaged to provide services for the post of Subject Matter Specialist (Fisheries)-16, Sub-Assistant Engineer-16, LCS Organizer-16, Social Organizer(Fisheries) -16, and Office Helper-16 for sixteen project offices at upazila level under the project area for a varied duration.

03. The Project Director, HFMLIP now invites eligible firm to indicate their interest in providing the service. Interested firms/companies are requested to provide information indicating that they are qualified to perform the services by explaining similar assignments(with number and value), availability of appropriate staffs, availability of office space(sqm),operational experience with similar assignments in govt. organization, financial & technical capability and existing of office logistics etc.

04. The Interested firm/company may submit their EOI including the following information:

General information of the firm/company (i) Name and address (ii) Trade license and registration number with year and agency (iii) TIN and VAT registration number, (iv) Annual turnover of last three years (v) Number of years in active business (vi) Total number of permanent staff and list of key professional personnel (not CV) with number of years (vii) Organization’s brochure along with the information summarized in para 3.

05. A firm/company will be selected through competition using Fixed Budget Selection (FBS) method in accordance with the Public Procurement Rules, 2008. It is expected that the services will be commenced as soon from January 2015 and will be completed on June 2022.

06. A firm/Company can submit only one EOI. Joint venture/Association (JV) will be allowed for the EOI.

07. Interested firm/company may obtain further information at the address below during office hours.

08. EOI should be submitted (one copy) on or before 16/11/2014, up to 3.00pm in sealed envelope delivered to the Project Director, Haor Flood Management and Livelihood Improvement Project, Local Government Engineering Department (LGED), LGED Bhaban, Level-11, Agargaon, Sher-e-bangla Nagar, Dhaka-1207.

09. The procuring entity reserves the right to accept/reject any or all EOIs without assigning any reasons whatsoever.
