The Department of Local Government Engineering Department (LGED) has
been allocated public funds from the Government of the People’s Republic of
Bangladesh (GoB) towards the cost of the Rural Access
Road Improvement Project in Sylhet Division to be implemented in 38 Upazila
under District of Sylhet, Moulvibazar, Habiganj and Sunamganj under the
financial assistance of Islamic Development Bank (IDB) and it intends to apply
part of the proceeds of these funds to payments under the contract for the
provision of consultancy services for the project by a Consulting Firm
(National) for services for project financial audit. The General Procurement
Notice (GPN) of the project has already been published in the National Daily newspaper
“The New Age” on 22/06/2016 as well as published in IDB website.
The purpose of the services for project financial audit is to enable the
auditor to express a professional opinion as to whether (i) the Project
Financial Statements (PFS) show true and fair view of the Project’s financial
position as of 31 December every year throughout the project period and funds
receipts and expenditures incurred during the period then ending. (ii)
Expenditures reimbursed on basis of Statements of Expenditures are eligible to
Bank financing and are reflected on the PFS, and for this purpose, the audit or
shall carry out whatever necessary examinations of the statements and
underlying records and control systems. (iii) The Audit opinion should also
state whether the Procurement Guidelines of the Islamic Development Bank have
been properly applied and in accordance with the Project's Financing Agreement.
The Experience, Resources and Delivery Capacity of the audit firm
required at least 5 years working experience, skilled manpower and financial
capacity.
The Project Director, RARIP in Sylhet Division, LGED now invites
eligible applicants to indicate their interest in providing the services.
Interested consultants are invited to provide following information indicating
that they are qualified to perform the services (brochures and legal documents,
description of similar assignments, experience in similar operating conditions,
availability of appropriate qualification and experience among payroll staff,
etc.) in competitive proposal.
An applicant may associate with other consultant(s)/firms to enhance
their qualifications and clearly specify the type of association (a
joint-venture or sub consultancies) as well as the nature of its business
(commercial or not-for profit).
A consultant will be selected using the selection sub-method in
accordance with the Guidelines for the Use of Consultants under Islamic Development
Bank Financing (current edition). It
is expected that the services will be commenced on 03-12-2017 and shall be
completed 30-06-2019 or extended project completion date.

Expression of Interest (EOI) shall be submitted by 2.00 pm on date 18-09-2017, in sealed envelope delivered to the
address given below and be clearly marked “Request for Expression of

The procuring entity reserves the right to accept or reject any or all
EOI’s without assigning any reason
