Invitation for Expression of Interest (EOI)
For International
and National Individual Consultants
for City
Region Development Project
1.
The Government of the People’s Republic of Bangladesh (GOB) will
receive a loan from the Special Funds resources of Asian Development Bank (ADB)
towards the cost of City Region Development Project (Proposed, ADB Project
Number: 39298), and intends to apply a portion of the proceeds of this loan to
eligible payments under the consultancy services for which this invitation for
Expression of Interest (EOI) is issued. The terms and conditions of the
contract and payments by ADB will be subject to the terms and conditions of the
Loan Agreement. Except as ADB may specifically otherwise agree, no party other
than GOB shall derive any rights from the loan or have any claim to the proceeds
of the loan.

Being selected as the Executive Agency (EA) for the project, the Local
Government Engineering Department (LGED) under Local Government Division (LGD)
of the Ministry of Local Government, Rural Development and Cooperatives
(LGRD&C) now invites eligible Individual Consultant who has adequate experience
in urban development sector to submit Expression Of Interest (EOI) for City
Region Development Project as a part of advance action plan agreed during loan
fact finding mission in June-July 2010 and subsequent loan negotiation on 10
October 2010.

The general objective of the Individual Consultants working
closely with Project Management and Coordination Unit (PMCU) is to ensure that all
procurement of civil works and goods under the proposed project are undertaken
in an economical and efficient manner, consistent with widely accepted
engineering standards and practices for such works, and to the satisfaction of
GOB and ADB conforming to ADB loan covenants. The consultants working under
this Consultancy Contract should ensure that on-the-job training is provided
and expertise on engineering and project management is transferred to
associated counterpart officials.

The consultancy
package will involve anticipated 12 (twelve) person-months and
expected to commence in October 2011. In general, the specialist should have
a Masters degree in Planning / Social Sciences or similar / relevant
discipline with at least 15 years of relevant experience in design of
resettlement plans and framework and experience in implementing resettlement
plans as part of donor supported projects, preferably with the ADB. The
expert should be conversant with laws relating to land acquisition, state
procedures in implementation of resettlement packages and ADB procedures. |

Rehabilitation Specialist- (National Individual
Consultant) |
The consultancy
package will involve 2(two) positions with anticipated 36 (thirty six)
person-months for each position and expected to commence in October 2011. In
general, the specialist should have Masters degree in Planning / Social
Sciences or similar / relevant discipline with at least 12 years of relevant
experience in design of resettlement plans and framework and experience in
implementing resettlement plans as part of donor supported projects, preferably
with the ADB. The specialist should be well conversant with laws relating to
land acquisition, state procedures in implementation of resettlement packages
and ADB procedures. |

Environmental
Safeguards Specialist – (International Individual Consultant) |
The consultancy
package will involve anticipated 6 (six) person-months and
expected to commence in October 2011. In general, the specialist should be a
civil / environmental engineer with postgraduate specialization in
environment, having at least 15 years of relevant working experience related
to the integration of environmental issues in design, and supervision of
infrastructure projects and preparation of environmental assessment
documents, preferably with multi-donor projects. International experience is
mandatory while previous country experience preferred. |

Safeguards Specialist – (National Individual Consultant) |
The consultancy
package will involve anticipated 48 (forty eight) person-months
and expected to commence in October 2011. In general, the specialist should
be a graduate civil / environmental engineer with specialization in
environment or similar / relevant discipline, having at least 12 years of
relevant working experience related to the integration of environmental
issues in design, and construction of infrastructure projects. Past
experience working in donor projects is preferable. |

Procurement Specialist
– (National Individual
Consultant) |
The consultancy
package will involve anticipated 18 (eighteen) person-months and
expected to commence in October 2011. In general, the specialist should have
Masters Degree in civil engineering or similar / relevant discipline with at
least 12 years of relevant experience in procurement and contract management.
The expert will assist PIUs and PMCU in preparing standard bidding documents,
ensuring compliance with ADB’s and GOB’s procurement guidelines, and
obtaining approval on the bidding results from ADB and GOB. The expert will also provide advice and
support to PIUs and PMCU to prepare and manage bidding packages under the
Project. |

Monitoring &
Evaluation Specialist – (National Individual Consultant) |
The consultancy
package will involve anticipated 60 (sixty) person-months and
expected to commence in October 2011. In general, the specialist should have
a Masters degree in Public / Business Administration, Social Science or other
relevant fields with at least 15 years of relevant experience in project
management, monitoring, and / or evaluation. The expert will assist the PMCU
and PIUs to establish and implement an effective monitoring and evaluation
mechanism for each subprojects particularly (i) identify monitoring
indicators in accordance with Design and Monitoring Framework of the Project,
(ii) establish benchmarks for the identified indicators, (iii) design and
implement surveys to collect indicators including initial benchmark and
regular follow up, (iv) assist PIUs to regularly report the PMCU to monitor
the progress of subproject, (v) assist PMCU in monitoring and assessing the
compliance status of the performance criteria, specified in the subproject
selection criteria, and (iv) assist PMCU in consolidating reports from PIUs
and prepare quarterly progress reports to be submitted by PMCU to ADB. |

Financial Management
Specialist – (National Individual Consultant) |
The consultancy
package will involve anticipated 24 (twenty four) person-months
and expected to commence in October 2011. In general, the specialist should
be a chartered accountant or have other relevant qualifications with at least
15 years of relevant experiences in financial management preferably of
development projects. The expert will establish financial management system
for the Project to be used in PMCU and PIUs in accordance with requirements
of ADB’s and GOB’s relevant rules and regulations. The expert will assist
PMCU and PIUs to introduce and utilize the mechanism, by providing trainings
and advisory services as required. |

The consultant will be responsible and report to the Project
Director, CRDP. Reporting obligations include: i) Inception Report within 15
days from commencement, ii) Monthly Activity Report within 7 days at the end
each calendar month, iii) Final Report within 15 days from completion of
assignment, iv) Any other report / document / analysis as requested by PD,
CRDP.
7.
Detailed Qualification Criteria and Terms of Reference (TOR) may
be obtained from the office of the undersigned during regular office hours
except government holidays. The Consultant will be engaged through competitive selection method in
accordance with ADB’s Guidelines on the Use of Consultants.

Interested individuals must submit EOI in standard template for
individual consultants (available for download from web address:
http://www.adb.org/consulting/toolkit-template.asp) along with photocopy of
necessary / relevant documents in support of the educational qualification(s)
and experience(s) in sealed envelope addressed to “Project Director, City Region
Development Project, Local Government Engineering Department, LGED
Bhaban, Level-7, Agargaon, Dhaka-1207, Bangladesh” not later than 3:00pm
Bangladesh Standard Time on 11 September 2011. The envelope must be externally
marked Title of Individual Consultant.
