Invitation for Expressions of Interest (EOI)
for Design,
Monitoring and Supervision Consulting Services for BANGLADESH:
Emergency Assistance Project (LGED Part)
Package No.: LGED/CON-1
1.
The Government of Bangladesh (GoB) requested ADB for
grant support to provide basic infrastructure and essential services to
displaced persons. Given the humanitarian need and heart-wrenching condition of
the displaced persons, ADB is providing grant financing of $100 million for the
first phase of the project. ADB support will be focused, selective, and
well-targeted in the areas of (i) road access to and within camps; (ii) water
and sanitation; (iii) energy supply; and (iv) disaster
risk mitigation. It will build on the support provided by GoB
and complement support provided by the United Nations (UN) agencies, the World
Bank (WB) and other agencies. With the principle of putting people first, the
project will seek to ease the vulnerabilities and risk of hunger, disease, and
disaster.
2 The impact of the project will
be: Social recovery of affected communities accelerated in the sub-districts of
Ukhyia and Teknaf. The
outcome will be: Living conditions and resilience of affected communities
improved. Output 2 of the project is Disaster Risk Management Strengthened. The
output includes constructing in and around the camp areas (a) multipurpose
cyclone shelters with emergency access roads; (b) food distribution centers;
(c) hill slope protection/toe walls to resist landslides; (d) storm water
drainage network; and (f) other disaster risk management measures. Output 4 of
the project include a) sub-district and Union roads to connect food storage
centers, food distribution centers, field hospitals, primary health care
centers, and primary education centers; (b) emergency access roads to the camp
areas; (c) existing access roads to and within the camps and drainage systems;
and (d) resurfacing the road from Cox’s Bazar to Teknaf
including improvement of critical sections such as market areas and culverts.
3. Local Government Engineering
Department (LGED) as one of the implementing agencies of the project will
execute the following components of output 2 and output 4:
i.
Internal Roads and Stairs with Drainage
Facilities inside the Camps
ii.
Construction of School cum Cyclone
Shelter for affected people, 3 storied LGED Prototype
iii.
Hill Slope Protection Inside the Mega
Camp
iv.
Construction of Semi-Permanent Food
Distribution Centers and loading /unloading yard
v.
Construction of Storm Water Drainage
Network
vi.
Construction
of Bridge/ Culverts on Upazila/Union/Village Roads
vii.
Strengthening
and widening of Union Roads
viii.
Improvement
of Upazila/Village Road
For smooth implementation of the
above component, LGED will recruit Design, Monitoring and Supervision (DMS)
consulting firm following ADB’s procurement Policy and Procurement Regulations
for ADB borrowers (2017, as amended from time to time).
4. The main objective of the
consulting assignment is to (i) prepare design, technical specification and
estimate of the civil works packages, (ii) Assist the PMO in every stage
procurement process, (iii) ensure high standards of quality assurance in
execution and completion of work within stipulated time limit, (iv)
comprehensive supervision of project implementation activities carried out by
the contractor(s) to ensure complete compliance with the drawings, technical
specifications and various stipulations in the contract documents, and (v)
monitor safeguards implementation includes environment, social, gender, health
and safety activities associated with the project.
5. LGED invites eligible National consulting firm(s) with adequate
experience (preferably 10 years) in project management and administration;
construction supervision and quality control; and O&M planning and support.
The firm should have a team comprised of a variety of skills to ensure that the
assignment benefits from international best practices in project management,
contract management, quality control and safeguards. This should be coupled with in-depth knowledge of the local context
for implementation of such activities in secondary towns of Bangladesh. The
consulting service will require total 127 person months of consultant inputs to
be implemented up to the project completion date of December 2020. The
assignment location will be in Ukhyia & Teknaf, District: Cox’sbazar
Bangladesh.
6. EOIs may be submitted by a firm, association, or joint venture.
The interested firms are encouraged to form association or joint venture with
local firms. A national firm as a lead firm can only be nominated in one EOI.
7. A consulting firm will be selected
following the Quality and Cost Based Selection (QCBS) method in accordance with
the procedures set in the Guidelines on “The Use of Consultants by Asian
Development Bank and its Borrowers”. The EOIs will be evaluated based on the
complete information provided in the Template for Expression of Interest
(Consulting Firms).
8. Interested firms
should submit EOI in standard template for consulting firms (available for
download from web address: http://www.adb.org/consulting along with:
a.
Cover Letter signed by
authorized signatory with name(s), address(es),
contact details of partners /associates (if any),
b. Certificate of Incorporation of the lead member, Certificate of
Incorporation of the JV member (for each member), Certificate of Incorporation
of the Sub-Consultant (for each sub-consultant), Letter of Association, as
applicable,
c.
Additional information /
documentation on the following (documentary evidence to be attached):
i) Legal Status (Trade License and proof of other Registration
such as- Value Added Tax (VAT), Taxpayer’s Identity Number etc.), ii) Nature of
business or operation, iii) Years of similar, relevant and general experience;
iv) The value of projects v) Country of incorporation, vi) Status of firm
whether it is government/state owned enterprise (SOE) or not vii) Company
Profile or Brochure.
9.
With all supporting documents, the interested firms are recommended to submit
EOI: Electronically through the ADB web site in Consultant Management System
(CMS) https://cms.adb.org before 12.00 pm
local time on 29 August 2018.
Consulting firm must be registered with ADB’s Consultant Management System
(CMS) at http://www.adb.org.
