Request for Expression of
Interest (EOI) for Short-listing of Consulting Firms for Design and Supervision
of the Infrastructure of Urban Infrastructure Improvement Project (UIIP).
1.
Government of the Peoples Republic
of Bangladesh (GOB) has received financing from Kuwait Fund for Arab Economic
Development (KFAED) towards the cost of construction of Infrastructure and
intends to apply part of the proceeds to eligible payments for Design and
Supervision Consultancy Services of the project.
2. The objectives of the UIIP are
to improve
urban infrastructure to meet basic needs of 53
Paurashavas in 30 districts in the country. The civil works under the project
comprises construction of roads, side drains, bridges/culverts, sheds for
public transport passengers, public toilets, vegetable markets, parks &
play grounds and waste baskets.
3.
The services to be provided by the Consultants will include but not necessarily
limited to:
a. Preparation of
detailed engineering design of all project components such as construction of
roads, side drains, bridges/culverts, public transport passengers, public
toilets, vegetable markets, parks & playground and waste baskets.
b. Preparation of
Tender Documents/Contract Documents for Civil Work Contract and other relevant
documents during pre-construction stage.
c. Preparation of
Environmental Action Plan and compliance monitoring of environmental issues.
d.
Preparation of Resettlement
Action Plan and assistance for implementation of Resettlement Action Plan.
e. Preparation of
Land Acquisition Plan
f. Construction-Supervision
for Quality Control.
g. Progress
Monitoring and Reporting.
h. Checking and
certifying of Payment Certificates.
i. Arrangement of
training of staff
j.
Contract Closing Activities
including providing assistance in Dispute/Claims Resolution/Arbitration, if any.
k. Preparation of
Completion / Taking over Certificates and Project Completion Report.
l. Preparation of
Defect Liability Certificates.
4. The EOIs would be reviewed on the basis of the following:
a.
Registration of the firm.
b.
Age of firm (years in relevant
business).
c.
Availability of key professionals.
d.
Financial resources of the
consultant (turnover of last five years).
e.
Experience of the firm in similar
tasks/assignments (example if past experience/similar nature and/or complexity
including cost and duration of the assignment).
f.
Experience of the firm in other
works (example of others experience including cost and duration of the
assignment).
g.
Support Service of the firm (office space, support
staff, equipment).
5. The Employer intends to prepare a short list of the
joint Bangladeshi-Kuwaiti
qualified engineering firms. Consultants may associate with other firms to
enhance their qualifications and association should mention whether the
association is in the form of joint venture or sub-consultancy. It is
preferable to limit the total number of firms in an association including the
lead firm to 4(four).
6. The service will require
both national and international inputs.
7. The Consultants will be selected using the Quality
and Cost Based Selection (QCBS) procurement method. Interested Applicants may
obtain further information by applying to the undersigned during office hours.
8.
Interested Consultants may obtain
further information at the address below during 0900 to 1700 hours excepting
Friday and Saturday. A shortlist of firms will be prepared from the expression
of interest for requesting proposals for this assignment.
9. Expression of Interest must be delivered to
the address below in sealed envelope on or before 10 December 2018 during the
office hours. Submission through e-mail will also be accepted provided it is
delivered by the deadlines.
