12.	LGED now invites Expression of Interest (EOI) from an experienced Individual Personnel (National) under the following positions. The duration of the service is 24 (Twenty-four) months.

Rural Development Specialist, Team Leader

01 (One)

- A qualified rural development specialist with a bachelor’s degree in related field such as economics, sociology, engineering, agriculture, or others and a relevant post-graduate degree.

- At least 20 years of working experience in supervision and implementation of rural development projects in Bangladesh with works quality assurance and knowledge management capability, especially climate resilient and infrastructural issues.

- Minimum of 3 years work experience in Haor/Coastal region/flood affected riverine region-based development project.

- Experience in planning, budgeting and executing different skill development training with training module development and also experience in CBRS (community-based road safety) will be added advantage. Basic qualifications in procurement are desired.

- Relevant experience in foreign aided projects and working with non-governmental organizations (NGOs) would also be an added advantage.

- The position is based in Dhaka but frequent field visits to project area will be required.

- Age range: 45-55 years of age; in case of exceptional candidates with demonstrated experience in project and civil engineering design/supervision, previously holding senior positions in similar projects, experience of management of vocational training project, the upper limit may be extended to 60 years.

Design Engineers (Civil Works) Deputy Team Leader

01 (One)

- A qualified Civil Engineer with a bachelor’s degree in Civil Engineering and a relevant post-graduate qualification.

- At least 15 years of working experience in planning, design, construction and maintenance of rural infrastructures projects in Bangladesh (like roads, bridges & culverts, markets & Ghats, different protective works against natural calamities due to climate change to ensure environmental sustainability).

- With knowledge management capability especially on climate resilient issues and structural design in vulnerable areas and work experience in Haor/coastal/flood affected riverine region-based development project(s).

- Age: 40-50 years of age

- Frequent site visit is required.

Assistant Design Engineer

01 (One)

- A qualified Civil Engineer, with a bachelor’s degree in Civil Engineering; and a post-graduate qualification will be an advantage.

- At least 12 years of working experience in planning, design, construction and maintenance of rural infrastructures projects in Bangladesh (like roads, bridges & culverts, markets & Ghats, different protective works against natural calamities due to climate change to ensure environmental sustainability).

- With knowledge management capability especially, climate resilient issues and structural design in vulnerable areas.

- Age: maximum of 45 years.

- Frequent site visit is required.

Financial Specialist

01 (One)

- The Project Finance Specialist should have at least a four year bachelor degree in accountancy/finance or passed CA/ ICMA and have at least 15 years’ experience in assisting the financial management of large projects involving funds from different sources (preferably IFAD, JICA, ADB, World Bank, KfW, or other similar financiers).

- He should have proven work skills in multi-disciplinary and multi-cultural team environments, excellent report preparation skills with computer literacy.

- Frequent visit to regional/Upazila offices is required.

Procurement Specialist

01 (One)

- He/She should have a Bachelor’s degree/Master’s degree in Engineering /Economics/Business Administration/Commerce or other relevant field; A Master of Procurement Management degree will be treated as a higher qualification.

- S/he has minimum 15 years of work experience and a minimum of 10 years of experience directly related to the relevant tasks of procurement planning, tendering, and contract management, expertise in public procurement rules/process of Bangladesh, and experience in at least one project funded by the international donors at a similar position.

- The incumbent will be posted in PMU but regional/Upazila office visits are required. The incumbent should have good working knowledge of English.

Monitoring, Evaluation and Knowledge Management Specialist

01 (One)

- A Monitoring, Evaluation and Knowledge Management Specialist (MEK Specialist) should preferably have a Master Degree in Development Practice/Planning Studies/Statistics/ Economics/ Agricultural Economics or other relevant Social Sciences; formal training on M&E system will an added advantage.

- At least 15 (fifteen) years relevant working experience at project level as M&E officer/specialist. Relevant experience in foreign aided projects and NGOs will be an added advantage

- Age range: 42-60 years of age; in case of exceptional candidates with demonstrated experience in project supervision and previously holding senior positions in similar projects, experience of management & monitoring of vocational/LCS training in project area, the upper limit of age may be flexible.

Gender and social inclusion Specialist

01 (One)

- A Gender and Social Inclusion Specialist should preferably have a Master Degree in Development Practice/Planning Studies/Statistics/ Economics/ Agricultural Economics or other relevant Social Sciences; an advanced post-graduate degree in social science, gender and development or related fields will be an added advantage.

- At least 15(fifteen) years relevant working experience at project level as Gender Specialist. Experience in foreign aided projects, NGOs and household mentoring and graduation approach will be an added advantage.

- Age range: 42-55 years of age; in case of exceptional candidates with demonstrated experience in project and civil engineering design/supervision, previously holding senior positions in similar projects, experience of management of vocational training project, the upper limit may be extended to 60 years.

Hydrologist, Climate Change Expert

01 (One)

- A Hydrologist, Climate Change Expert should preferably have a Master degree in Civil Engineering, Water Resources Engineering, and Ecology in Aquatic Environments, Community-Based Natural Resource Management or Physical Geography.

- Experience on hydrology especially surface water hydrology will be an added advantage.

- At least 3(three) relevant working experience with a focus on climate change adaptation (CCA) and familiar with issues of the Haor basin/coastal/flood affected riverine areas at project level as Climate Change Expert/Specialist out of total 12 (Twelve) years’ experience.

- Relevant experience in foreign aided projects and NGOs will also be an added advantage.

Livelihood Specialist

01 (One)

- A Livelihood Specialist should preferably have a Master’s degree in any discipline;

- Training on value chain and business development service will be an added advantage.

- At least 20 years of work experience in designing, developing and managing program interventions aiming at improved livelihoods of the poor and small holders in the coastal/riverine and haor regions of Bangladesh;

- Experienced in sub-sector analysis, value chain program design, agriculture technology transfer, agribusiness plan development, and development of different types of microenterprises.;

- Frequent field visit is required.

- Age: 48-55 years.

Market Design & Planner

01 (One)

- A qualified Rural Market Planner with a bachelor’s degree in Urban & Rural Planning, Architecture or related field; and a relevant post-graduate qualification will be an advantage.

- At least 12 (twelve) years of work experience in rural market master planning, design, architectural drawings, construction & maintenance, data collection, data analysis, conducting participatory workshops to collect users’ views and incorporating those in designs.

- S/hel will be stationed in the PMU but frequent visit to construction sites is required. GIS-Unit will facilitate his/her work and he/she will work in close collaboration with the unit in charge of the GIS-Unit concerning mapping aspects.

- Age: 40-55 years.
