Request for Expression of Interest
(EOI)
For
Selection
of IT Firm (National) for Development
of Customized Project Implementation Monitoring Software including its Maintenance and Training of
NBIDGPS-1.
1.
The Local Government Engineering
Department (LGED) has been allocated public funds from the Government of the Peoples Republic of Bangladesh (GOB) toward the cost of the
Need Based Infrastructure Development of Government Primary Schools Project (1st
Phase)(NBIDGPS-1) and it intends to apply part of the
proceeds of these funds to payments under the contract for the services of “Development
of Customized Project Implementation Monitoring Software including its
Maintenance and Training”.
2. The services include the development, maintenance and training of
Customized Project Implementation Monitoring Software of NBIDGPS-1 to strength
the capacity of the Project Management Unit (PMU) of Directorate of Primary
Education (DPE) and Primary Education Infrastructure Management Unit (PEIMU) of
LGED as well as MoPME for rationalization of
infrastructure need, monitoring the physical and financial progress and
automation of project implementation tasks on the basis of criteria set out in
the approved DPP.
3. Local Government
Engineering Department (LGED) now invites eligible firms to indicate their
interest in providing the services. Interested firms must provide information and
evidences that they have adequate technical capacity,
experience and resources to perform the services. The EOI would be reviewed on
the following basis:
I. Age of the firm (Year of the establishment)
II. Legal establishment of the firm(Valid Trade License, TIN and VAT registration number and Tax payment certificate of previous year etc) ;
III.
Availability
of key professionals of the firm( mention academic qualification, position and
years of experience) ;
IV.
Organizational capacity of the
firm ;
V.
Experience
of the firm in similar tasks /assignments ( example of past experience of
similar nature and complexity including cost and duration ) ;
VI.
Experience
of the firm in other tasks /assignments ( example of past experience of including
cost and duration ) ;
VII.
Financial capacity of the firm
(Turnover of last five years) ;

4. Consultants
may associate with other firms to enhance their qualifications, and, if
association, should mention whether the association is in the form of “joint
venture” or “sub-consultancy”. It is preferable to limit the total number of
firms in an association including the Lead Firm to 03 (three).
5. A firm will be selected in
accordance with the Quality Cost Based Selection (QCBS) method set out in the
Public Procurement Rules 2008 and PPA 2006 issued by the GoB. It is expected that
the services will be commenced from 1st January 2019 at LGED and shall be
completed in December, 2022 ( Development stage is six months and
remaining period will be for support service and maintenance)
6. Interested firms may obtain further
information by applying to the address below during normal office hours. Expressions
of Interest shall be submitted by 29 th November 2018
within 2.00pm , in sealed envelope delivered to the office of Additional Chief Engineer (Implementation), LGED (Level : 8, LGED Bhaban, Agargaon), Dhaka, and be clearly marked Expression
of Interest (EOI) for selection of IT Firm for “Development of Customized Project
Implementation Monitoring Software including its Maintenance and Training of
NBIDGPS:1”.
