2. The
Local Government Engineering Department (LGED) invites sealed bids from
eligible bidders for the Construction
of (i) Harinmara Dusri Khal Rubber Dam (25.00m x 3.00m), (ii) Pump House (iii) Rubber
Dam Connecting Foot Bridge, (iv) WMCA Office ( 12.0m x6.0m) including Rain
Water Harvesting Electrification, Supply of Office Furniture of WMCA Office
under Harinmara Dusri Khal Subproject { SP-45151 (ADB)} Upazila:Ukhiya,
District Cox’s Bazar.
3. Only
eligible bidders meeting the qualifications criteria stated in the bidding
document, including the following key criteria, may participate in this bidding, eithers a
Single entity or in Joint Venture.
·
Participation
in at least one contract that has been successfully or substsntially
completed within the last 5 (Five) years and that is similar to the proposed
works, where the value of the Bidder’s participation exceeds BDT 480 ( Four
hundred eighty) lakh, in case of joint venture, one partner must meet the
requirement;
·
Minimum
average annual construction turnover of BDT 600( Six hundred) lakh, calculated
as total certified payments received for contracts in
progress or completed, within the last 3 (Three) years. In case of joint
venture, all partners combined must meet the requirement, each partner must
meet 25% of this requirement and one partner must meet 40% of the
requirement.
·
Should fulfill the requirement of financial
resources as mentioned in the bidding documents.
·
Participation
as contractor, management contractor, or subcontractor at least 01 (one)
contract within the last 5 (five) years, where the contractor, management
contractor or sub contractor had to
import import construction materials with a minimum
value of BDT 10.00 lakh that have been successfully completed, or The contractorshould
submit a Letter of Authorization/ An Agreement from a bonafide
importer that the importer will provide all kinds of necessary supports to the
contractor for importing the rubber bag and other related materials and in such
case the importershould have experience of importing
construction materials with a minimum value of BDT 10.00 lakh that have been
successfully completed within the last 5(Five) years..

4. National
competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and
is open to all Bidders from eligible source countries

RDEC Bhaban (Level-5), Agargaon,
Dhaka or (f) Upazila Engineer, Ukhia, Cox’s Bazar
requesting the bidding documents for
Construction works as mentioned above.
·
pay a non-refundable fee in favour
of Executive Engineer, LGED, Cox’s Bazar as mentioned above.
·
deadline for purchasing Bidding Documents:
27/04/2015, Time: 05:00 PM (Office time).
7. Deliver your bid:
·
to
the office of the Executive Engineer, LGED, Cox’s Bazar
·
on
or before the deadline: date: 28/04/2015 at time : 12:00 PM
·
together
with a Bid Security in the amount indicated in the bidding document
8. Bids
will be opened on 28/04/2015 at 12:05 PM in the office of the Executive
Engineer, LGED, Cox’s Bazar.
9. The
Employer reserves the right to accept or reject any bid, and to annul the
bidding process and reject all bids at any time prior to contract award,
without thereby incurring any liability to Bidders. In case of annulment, all
bids submitted and specifically, bid securities, shall be promptly returned to
the Bidders.
