1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the Construction of 5nos lined canal at Ch.72m to 115m (part-1), 383m to 733m(part-2). 00m to 300m (part-3), 330m to 630m (part-4) and 100m to 266m (part-5) under Kashadha CAD Subproject{SP-23108},Upazila: Shibalaya, District: Manikganj.

3. Only eligible bidders meeting the qualification criteria stated in the bidding document, including the following key criteria may participate in this bidding, either as a single entity or in Joint Venture.

· Participation in at least one contract that has been successfully or substantially comleted within the last 5(five) years and that is similar to the proposed works, where the value of the Bidders participation exceeds BDT 23.50 (Twenty three point fifty) lakh. In case of joint venture, one partner must meet the requirement;

· Minimum Average Annual Construction Turnover of BDT 47.00 ( Forty Seven) Lakh, calculated as total certified payments received for contracts in progress or completed, within the last 3(three) years. In case of joint venture, all partner combined must meet the requirement, each partner must meet 25% of this requirement and one partner must meet 40% of the requirement.

· Should fulfill the requirement of financial resoures as mentioned in the bidding documents.

· Complete qualification criteria are described in the bidding document.

4. National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and is open to all Bidders from eligible source countries

6. To inspect or purchase the bidding documents in English, eligible bidders should:

· write to Office of the (a) Executive Engineer, LGED, Manikganj or (b) Executive Engineer, LGED, Dhaka or (c) Deputy Commissioner, Manikganj or (d) Superintendent of Police, Manikganj or (e) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (f) Upazila Engineer, Shibalaya, Manikganj requesting the bidding documents for Construction works as mentioned above.

· pay a non-refundable fee in favour of Executive Engineer, LGED, Manikganj as mentioned above.

· Approach the above mentioned offices until the bid submission deadline.

7. Deliver your bid:

· to the office of the Executive Engineer, LGED, Manikgonj

· on or before the deadline: date: 28,May, 2015 at time : 12:00 Noon.

· together with a Bid Security in the amount indicated in the bidding document

8. Bids will be opened on 28, May, 2015 at 12:05 PM in the office of the Executive Engineer, LGED, Manikganj

9. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
