1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the Construction of (i) Sankibhanga Regulator ( 1v-1.5mx1.5m) at ch: 0+050km, (ii) Pipe Culvert-1(1v-1200mm) at Earthen Spour-3, (iii) Box Culvert-2 (1v-1200mm) Earthen Spour-2, (iv) WMCA Office (12.0mx6.0m) including Rain Water Harvesting , Electrification, Supply of Office Furniture of WMCA Office under Nilkuthi - Bhangamore Subproject {SP-45182(IFAD-1) Upazila: Saghata, District: Gaibandha.

3. Only eligible bidders meeting the qualifications criteria stated in the bidding documents, including the following key criteria, may participate in this bidding, either as single entity or in Joint Venture.

· Participation in at least one contract that has been successfully or substantially completed withen the last 5(five) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds BDT 50.00(fifty) lakh. in case of joint venture, One partner must meet the requirement;

· Minimum Average Annual Construction Turnover shall be BDT 80.00 (Eighty) lakh., calculated as total certified payments recived for contracts in progress or completed, within the last 3 (Three) years. In as of joint venture, all partners combined must meet the requirement, each partner must meet 25% of this requirement and One partner must meet 40% of the requirement.

· Should fulfill the requirement of financial resources as mentioned in the bidding documents.

· Complete qualification criteria are described in the bidding documents.

4. National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and is open to all Bidders from eligible source countries

6. To inspect or purchase the bidding documents in English, eligible bidders should:

· write to Office of the (a) Office of the Superintending Engineer, Rangpur Region, LGED, Rangpur or (b) Executive Engineer, LGED, Gaibandha or (c) Deputy Commissioner, Gaibandha or (d) Superintend of Police, Gaibandha or (e) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (f) Upazila Engineer, Saghata, Gaibandha requesting the bidding documents for Construction works as mentioned above.

· pay a non-refundable fee in favour of Executive Engineer, LGED, Gaibandha as mentioned above.

· deadline for purchasing Bidding Documents: 29^th September 2015, Time: 05:00 PM (Office time).

7. Deliver your bid:

· to the office of the Executive Engineer, LGED, Gaibandha.

· on or before the deadline: date: 30^th September 2015 at time : 1:00 PM

· together with a Bid Security in the amount indicated in the bidding document

8. Bids will be opened on 30^th September 2015 at 1:05 PM in the office of the Executive Engineer, LGED, Gaibandha.

9. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
