1. The Government of the People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Coastal Climate Resilient Infrastructure Project (CCRIP) ADB Loan no. 2913(SF)/8258-BAN (SCF). Part of this financing will be used for payments under the contract mentioned above. Bidding is open to all Bidders from eligible source countries of the Asian Development Bank.

2. The Local Government Engineering Department (LGED) ("the Employer") invites bids from eligible Bidders for:

(a) CCRIP/ADB/PIROJ/UZR/2015/W-15: Improvement of Telikhali GC-Safa Bazar RHD road from (ch: 2000m-7213m) (ID: 579142018) under Bhandaria Upazila, Pirojpur District. ("the Works").

(b) CCRIP/ADB/PIROJ/GC/ 2015/W-16: Development of (1) Inderhat Bazar, Nesarabad Upazila, (2) Indurkani Bazar, Zianagar and (3) Dighirjan Bazar, Nazirpur Upazila, Pirojpur District. ("the Works").

(c) CCRIP/ADB/PIROJ/UZR/2015/W-17: Improvement of Jagannathkati Bazar-Sreeramkati Via Alkirhat Ganakpara Dhaihari Road from Ch: 00m to CH: 5025m Nesarabad Upazila, Pirojpur District. ("the Works").

3. National Competitive Bidding (NCB) will be conducted in accordance with ADB's Single-stage: one-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Documents.

4. Only eligible bidders meeting the qualification criteria stated in the bidding document, including the following key criteria may participate in this bidding, either as a single entity or in joint venture:

4(a) · Specific Similar Experience: at least 1 (one) number of contract of similar nature, complexity and methods/construction technology successfully completed within the last 5 (five) years, with a value of BDT 297.00 lac. In case of Joint Venture, one partner must meet the requirement.

· Average Annual Construction Turnover: The required average annual construction turnover shall be greater than BDT 743.00 lac over the last 5 (Five) years. In case of Joint Venture, all partners combined must meet the requirement, each partner must meet 25% of this requirement and one partner must meet 40% of the requirement.

· Liquid Assets or Credit Facilities: The minimum amount of liquid assets or working capital or credit facilities of the Bidder shall be BDT 124.00 lac.

4.(b) · Specific Similar Experience: at least 1 (one) number of contract of similar nature, complexity and methods/construction technology successfully completed within the last 5 (five) years, with a value of BDT 167.00 lac. In case of Joint Venture, one partner must meet the requirement.

· Average Annual Construction Turnover: The required average annual construction turnover shall be greater than BDT 416.00 lac over the last 5 (Five) years. In case of Joint Venture, all partners combined must meet the requirement, each partner must meet 25% of this requirement and one partner must meet 40% of the requirement.

· Liquid Assets or Credit Facilities: The minimum amount of liquid assets or working capital or credit facilities of the Bidder shall be BDT 52.00 lac.

4.(c) · Specific Similar Experience: at least 1 (one) number of contract of similar nature, complexity and methods/construction technology successfully completed within the last 5 (five) years, with a value of BDT 687.00 lac. In case of Joint Venture, one partner must meet the requirement.

· Average Annual Construction Turnover: The required average annual construction turnover shall be greater than BDT 1145.00 lac over the last 5 (Five) years. In case of Joint Venture, all partners combined must meet the requirement, each partner must meet 25% of this requirement and one partner must meet 40% of the requirement.

· Liquid Assets or Credit Facilities: The minimum amount of liquid assets or working capital or credit facilities of the Bidder shall be BDT 143.00 lac.

The deadline for submission of bids is 15 December 2015 at 1:00 PM Bangladesh Standard Time (BST), and opening will be done on the same date at 1:30 PM BST.

To inspect or purchase the bidding document in English, eligible bidders should write to any of the following (a) The Executive Engineer, LGED, Pirojpur District (main); (b) Office of the Superintending Engineer, LGED, Barisal Region, Barisal District; (c) Office of the Project Director, CCRIP, LGED HQ, Agargaon, Dhaka; (d) Office of the Deputy Commissioner, Pirojpur District; (e) Office of the Superintending of Police, Pirojpur District; or (f) Office of the Upazila Engineer, Bhandaria/Nesarabad/Zianagar/Nazirpur, Pirojpur District, requesting the bidding document for Procurement of works for:

(a) Improvement of Telikhali GC-Safa Bazar RHD road from (ch: 2000m-7213m) (ID: 579142018) under Bhandaria Upazila, Pirojpur District.

(b) Development of (1) Inderhat Bazar, Nesarabad Upazila, (2) Indurkani Bazar, Zianagar and (3) Dighirjan Bazar, Nazirpur Upazila, Pirojpur District.

(c) Improvement of Jagannathkati Bazar-Sreeramkati Via Alkirhat Ganakpara Dhaihari Road from Ch: 00m to CH: 5025m Nesarabad Upazila, Pirojpur District”.

7. Pay a non-refundable fee amounting to (a) Tk. 5,000.00 (Taka Five Thousand), (b) Tk. 4,000.00 (Taka Four Thousand) and (c) Tk. 10,000.00 (Taka Ten Thousand) only in cash or PO/DD in favour of LGED.

8. Deliver Bids:

· To the office of:

· On or before the deadline: 15 December, 2015 at 1:00 PM (local time)

· Together with a bid security in the amount and form indicated in the bidding document.

9. Submitted bids will be opened on 15 December, 2015 at 1:30 PM in the office of the Executive Engineer, LGED, Pirojpur District.

10. The Employer reserves the right to accept or reject any bid, and to annual the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
