1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the 1. Construction of (i) Pucca irrigation Drain-01 & Drail-02 (Total Length=300m) Under Sholok Jugihati, (ii) WMCA Office (12.0mx6.0m) in/c Rain Water Harvesting, Electrification, Supplying of Furniture of WMCA Office under Sholok Jugihati Subproject {SP-46243) (ADB)}, Upazila: Uzirpur, District: Barisal. 2. Construction of WMCA Office including Rain Water Harvesting, Electrification work and Supply of Furniture Under Khajuria FCD Subproject {SP-14171) (ADB)}, Upazila Mehendigonj, District: Barisal.

3. Only eligible bidders meeting the qualifications criteria stated in the bidding documents, including the following key criteria, may participate in this bidding either as a single entry or in joint Venture.

. Participation in at least one contract that has been successfully of substantially completed within the last 5 (five) years and that is similar to the proposed works,where the value of the Bidder’s participation exceeds BDT 10.00 (Ten lakh) for Package No- LGED/PSSW/PD/Uzirpur/ Barisal / W-25 /2016 & BDT 8.00 (Eight lakh) for Package No-. LGED/PSSW/PD/ Barisal/Mehendigonj /W-01 /2016 in case of joint venture,one partner must meet the requirement;

· Minimum average annual Construction Turnover of BDT 18.00 (Eighteen) Lakh for Package No- LGED/PSSW/PD/Uzirpur/ Barisal / W-25 /2016 & BDT 18.00 (Eighteen) Lakh for Package No- LGED/PSSW/PD/ Barisal/Mehendigonj /W-01 /2016, calculated as total certified payments received for contracts in progress or completed,within the last 3(three) years. in case of joint venture,all partners combined must meet the requirement,each partner must meet 25% of this requirement and one partner must meet 40% of the requirement.

· Should fulfill the requirement of financial resources as mentioned in the bidding documents

· Complete qualification criteria are described in the bidding document.

4. National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and is open to all Bidders from eligible source countries

· write to Office of the (a) Executive Engineer, LGED Barisal or (b) Executive Engineer, LGED, Jhalokathi (c) Deputy Commissioner, Barisal or (d) Superintend of Police, Barisal or (e) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (f) Upazila Engineer, Uzirpur & Mehendigonj, Barisal requesting the bidding documents for Construction works as mentioned above.

· pay a non-refundable fee in favour of Executive Engineer, LGED, Barisal as mentioned above.

· deadline for purchasing Bidding Documents: 11 April 2016, Time: 05:00 PM (Office time).

7. Deliver your bid:

· to the office of the Executive Engineer, LGED, , Barisal

· on or before the deadline: date: 12 April 2016 at time : 12:00 PM

· together with a Bid Security in the amount indicated in the bidding document

8. Bids will be opened on 12 April 2016 at 12:05 PM in the office of the Executive Engineer, LGED, Barisal.

The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
