Invitation for tender (works) [Specific Procurement Notice (SPN)]

1.                   This Invitation for Tenders follows the General Procurement Notice (GPN) for this Project that appeared in Bangladesh  News Papers ‘’The Daily Independent and Daily Destiny “on 4 April 2012 and websites of IDB [www.isdb.org] and DPE, Bangladesh [ www.dpe.edu].

2.         The People's Republic of Bangladesh has received financing from the Islamic Development Bank in various currencies equivalent to ID towards the cost of Primary Education Development Project (IDB) and intends to apply part of the proceeds of this financing to the contract(s) for which this invitation to Tender is issued. Disbursement of funds by IDB will be subject in all respects to the terms and conditions of the Financing Agreement, including the Guidelines for Procurement under IDB financing. Except as IDB may specifically otherwise agree, not party other than The People’s Republic of Bangladesh shall derive any rights from the Financing Agreement or have any claim to its proceeds.

3.         The Local Government Engineering Department (LGED), Government of the People's Republic of Bangladesh, represented by the Executive Engineer, LGED,District:Sherpur, now invites sealed Tenders from eligible and qualified Tenderers for:

4.         Tenders will be invited through the International Competitive Bidding limiting to member countries (ICB/MC) procedures specified in the Islamic Development Bank’s Guidelines June 2005: Procurement of Goods and works open to all Tenderer from Member Countries as defined in the Tender Documents.

5.         Interested eligible Tender’s may obtain further information and inspect the Tender Documents from , Executive Engineer, LGED, District: Sherpur Bangladesh, Tel: 0931-61430 ,E-mail: xen.sherpur@lged.gov.bd during office hours (from 9:00 am to 5:00 pm) on week days.

6.         Qualification requirements include average annual construction turnover for the last five years, experience of one similar nature of works completed within the last five years, equipment, key personnel, liquid assets and legal status of the Tender and each partner of the joint ventures as stated in the Tender documents. A margin of seven and half percent domestic preference for eligible national Tenderers / joint venture of national Tenderers shall be applied.

7.         A Pre-bid conference will be held on 23 October, 2012 at 11.00am in the office of the Executive Engineer, LGED, District: Sherpur, the minutes of which will be a part of Tender documents and will be distributed to all Tenderers who will purchase the Tender documents.

8.         A complete set of Tender Documents in English may be purchased by interested Tenderers on the submission of a written Application to (a) The Executive Engineer, LGED, District: Sherpur, Bangladesh, Tel: 0931-61430, (b) The Project Director office, Primary Education Development Project (IDB), 147/c,  Green Road,Dhaka,Tel:0191-3476392, (c) The Additional Chief Engineer (Maintenance), LGED, Agargaon, Dhaka, Tel: 02-8159379,(d)The

Deputy Commissioner, District: Sherpur,(e) The Executive Engineer, LGED ,District: Jamalpur, Tel:0981-63698,  of a non refundable fee of Bangladeshi Taka (BDT) 10000.00 per set on or before 5.00 pm, 18 November,2012. The method of payment will be in the form of Pay Order/Bank Draft in favour of the Executive Engineer LGED, District:Sherpur,  Bangladesh. The Tender Documents will be sent by personally or by registered mail or by courier services.

 

9.         Tenders must be delivered to (a) Office of the Executive Engineer LGED, District:Sherpur , Bangladesh Tel:0931-61430, (b) The Deputy Commissioner, District Sherpur, (c) The Executive Engineer, LGED, District: Jamalpur,on or before 1.00 pm, 19 November,2012. Electronic Tender shall not be permitted. Late Tenders will be rejected. Tenders will be opened physically in the presence of the Tenderers authorized representatives who choose to attend in person at the office of the Executive Engineer LGED, District:Sherpur, Bangladesh at 4.00 pm on 19 November,2012.

 

10.        All Tender shall be accompanied by a Tender Security in the form of irrevocably and Unconditional Bank Guarantee/Pay Order/Demand Draft in favor of the Executive Engineer LGED, District:Sherpur. Bangladesh.

11.        A General Information regarding the Tender will be available at the LGED Web Site (http://www.lged.org), CPTU Website (www.cptu.gov.bd) and IDB Website (www.isdb.org).

12.          The authority reserves the right to accept or reject any or all Tender without assigning any reason.
