1. The Government of the People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the Construction of (i) 25.00m Bridge over Nimaichara-WAPDA Khal (ii) WMCA Office including Rain Water Hervesting, Electrification of WMCA & Office Furniture under Nimaichara-WAPDA Khal Subporject {(SP-44137(IFAD-2)},Upazila: Tarash, District: Sirajganj.

3. Only eligible bidders meeting the qualifications criteria stated in the bidding document, including the following key criteria, may participate in this bidding:

· 3 (three) years minimum Average Annual Construction Turnover shall be BDT 115.00 (One hundred fifteen lakh).

· Minimum 5 (five) years General Construction experience.

· Experience in Similar Contract Individually of at least of value BDT 70.00 (Seventy lakh).

· Liquid Assets in terms of Cash/ Line Credit at least BDT 35.00 lakh(Thirty Five lakh)

· Should fulfill the requirement of financial resources as mentioned in the bidding documents.

4. National competitive bidding will be conducted in accordance with ADB’s Single-Stage. One Envelop procedure and is open to all Bidders from eligible source countries

6. To inspect or purchase the bidding documents in English, eligible bidders should:

· write to Office of the (a) Superintending Engineer, LGED, Bogra Region, Bogra (b) Executive engineer, LGED, Sirajganj or (c) Executive Engineer, LGED, Bogra or (d) Office of the Deputy Commissioner or (e) Police Super, Siraganj or (f) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (g) Upazila Engineer Office, Tarash, Sirajganj requesting the bidding documents for Construction of works mentioned above.

· pay a non-refundable fee in favour of Executive Engineer, LGED, Sirajganj as mentioned above.

· Deadline for purchasing Bidding Document: 19 October 2014, Time: 05.00 PM.

7. Deliver your bid:

· to the office of the Executive Engineer, LGED, Sirajganj. (Principal).

· on or before the deadline: date: 20 October 2014 at time : 12:00 PM.

· together with a Bid Security of BDT 2,80,000.00 (Two lakh eighty thousand) in favour of Engineer, LGED, Siranganj.

8. Bids will be opened on 20 October 2014 at 12:05 PM in the office of the Executive Engineer, LGED, Sirajganj.

9. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
