Invitation for Expression of Interest (EOI)

For Management, Design and Supervision (MDS) Consultancy Services

for City Region Development Project (Proposed)

 

Package no. CRDP/LGED/S-01

1.         Government of the People’s Republic of Bangladesh (GOB) will receive a loan, subject to final approval scheduled in December 2010 from the Special Funds resources of Asian Development Bank (ADB) towards the cost of City Region Development Project (Proposed, ADB Project Number: 39298), and intends to apply a portion of the proceeds of this loan to eligible payments under the consultancy services for which this invitation for Expression of Interest (EOI) is issued. The terms and conditions of the contract and payments by ADB will be subject to the terms and conditions of the Loan Agreement. Except as ADB may specifically otherwise agree, no party other than GOB shall derive any rights from the loan or have any claim to the proceeds of the loan.

2.         The project aims at enhancing growth potential and improving environmental sustainability of the target city regions in Bangladesh through effective regional urban planning. A city region is an organic agglomeration of a large metropolitan city (City Corporation), secondary towns (Pourashavas) clustered nearby and adjacent peri-urban areas. The project will target city regions centered at Dhaka City Corporation (DCC) and Khulna City Corporation (KCC) and support development of key urban infrastructures, focusing on urban environment and local economic development. The project will also support the government to improve regional urban planning and municipal management for effective and sustainable urban development.

3.         Being selected as the Executive Agency (EA) for the project, Local Government Engineering Department (LGED) under Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives (LGRD&C) now invites eligible consulting firm(s) who have adequate (at least five years) experience in urban development sector to submit Expression Of Interest (EOI) for Management, Design and Supervision (MDS) Consultancy Services for City Region Development Project (Proposed) as a part of advance action plan agreed during loan fact finding mission in June-July 2010 and subsequent loan negotiation on 10 October 2010.

4.         The Project Preparatory Technical Assistance (PPTA) consultant already identified a number of subprojects and prepared the Project Feasibility Study including preliminary designs of 1st batch of works and goods contracts. The rest of subprojects will be identified by MDS consultants in accordance with subproject selection criteria agreed between GOB and ADB. The main objective of the MDS Consultancy services is to ensure that all procurement of civil works and goods under the proposed project are undertaken in an economical and efficient manner, consistent with widely accepted engineering standards and practices for such works, and to the satisfaction of GOB and ADB. The international consultants working under this MDS Consultancy Contract should ensure that on-the-job training is provided and expertise on engineering and project management is transferred to associated counterpart officials.

5.         The consultancy package will involve anticipated 119 person-months of international experts, and 873 person-months of national experts. As this is a sector project, professional input will be staggered over the project period. The firm will be selected through international competitive bidding following quality-and cost-based selection (QCBS) procedures in accordance with ADB’s Guidelines on the Use of Consultants (April 2010 or as amended from time to time). Project implementation is scheduled to commence in August 2011 for a period of 60 months until July 2016.

6.         In general, the scope of consultancy services will include, but not be limited to the following:

a.    Identification of potential subprojects following subproject selection criteria, detailed design including review of preliminary design done by the PPTA consultant (for subprojects identified by PPTA team); environmental, socio-economic, geographic, and geodetic surveys at sites; prepare the technical specifications for the procurement of goods and works contracts;

b.    Preparation of the prequalification documents, bid documents, criteria for assessment of prequalification submissions, and tender documents for all bidding packages of the project in compliance with ADB’s Procurement Guidelines and relevant rules of the government;

c.    Extensive supervision and monitoring of subproject implementation including: construction supervision, monitoring of subproject progress and budget control. For this purpose, MDS consultancy services include substantial input of support & supervising staffs such as Junior Engineers for field work and other activities as anticipated to be required for facilitation in the pourashavas, city corporations and urban centers.

7.         The MDS consultant is expected to have expertise in: detailed design of project components; management, close supervision of construction works under the project and administration of contracts under ADB’s Procurement Guidelines, specifically international procurement contracts’; implementation and monitoring of ADB’s safeguard policies and resettlement plan; environmental and socioeconomic impact assessment; and project performance monitoring of big projects. International expertise in the following key areas may be required: Urban / Municipal Development, Public Private Partnership (PPP), Transport / Traffic Management Planning, Hydrology, River Port Planning, Energy Efficiency, Urban Conservation Management, Water Supply, Sanitation and Solid Waste Management. In addition to the above, substantial input of local professionals like: (i) procurement and project supervision engineers and specialists for review and preparation of documentation and assisting in bidding, award, and contractual issues associated with the procurement process under the project; (ii) experts in various technical / engineering disciplines such as: Project Management, Urban / Municipal Development, PPP, Structural, Transport, Traffic engineering, Urban Conservation Management, Water, Sanitation and Solid waste management, Flood and Drainage, Hydrology, River Port Planning, Energy Efficiency, Environment, GIS etc. for planning and preparation of detailed designs; and (iii) Social, Gender and  Community Development experts may be essential. The consultant have to make own arrangements under the Consultant’s Contract for appropriate English/Bangla translation and interpretation service that may be required.

8.         EOIs may be submitted by a firm, association, or joint venture. An international firm, as a lead firm, associate or partner can only be nominated in one EOI. A national firm as a lead firm can only be nominated in one EOI. However, a national firm as an associate or partner can be nominated in more than one EOI. To avoid confusion and possible elimination after short-listing, lead firms of associations or joint ventures are strongly advised to confirm relationships (exclusive or non-exclusive) with selected associates or partners prior to expressing interest.

9.         Interested firms should submit EOI in standard template for consulting firms (available for download from web address: http://www.adb.org/consulting/toolkit-template.asp) along with:

a.    Cover Letter signed by authorized signatory with name(s), address(es), contact details of partners / associates (if any),

b.    Agreement of Joint Venture or Association or Partnership with clear indication of share of responsibility and business (if applicable),

c.    Additional information / documentation on the following (documentary evidence to be attached):

i) Legal Status (Trade License and proof of other Registration such as- Value Added Tax (VAT), Taxpayer’s Identity Number etc.), ii) Nature of business or operation, iii) Years of similar, relevant and general experience; iv) Annual turnover of last 5(five) years; v) Company Profile or Brochure, and vi)  Information of core team of key professionals on permanent pay roll (Name, Date of Birth, Educational Qualification and relevant Professional Experience – Time & Brief Description).

10.     Interested firm(s) must submit EOI in sealed envelope containing original (to be identified clearly on top of envelop) and 5 (five) copies addressed to “Superintending Engineer (Urban Management), Local Government Engineering Department, RDEC Bhaban, Level-7, Agargaon, Dhaka-1207, Bangladesh” not later than 3:00pm local time on 20 December 2010. All envelops must be externally marked “MDS Consultancy Services for CRDP”.
