Request for Expression of Interest (REOI)

(Consulting Services- Individual Selection)

The GIS Section of Local Government Engineering Department (LGED) has been assigned for implementation of Topographic Survey of schools and enhancement of GIS-MIS Web Application under Newly Nationalized Government Primary Schools Project-1st Phase (NBIDNNGPS-1), project of Department of Primary Education (DPE). The GIS section acts as the procuring entity on the basis of approval of Head of Procuring Entity i.e., the Chief Engineer of LGED. In line with this, the GIS Section now intends to apply part of the project fund to payments under the contract for the provision of consultancy services for the project by following individual consultants (National):

2.	GIS Analyst (2 Persons) (18 months)	Bachelor Degree preferably in Geographic Information Systems/ Geography/ Urban Planning or an equivalent subject including certificates of technical and practical competence from reputable organizations.	8 (eight) years of overall experiences with having 6 (six) years’ experience in GIS software expertise, data collection, quantitative and qualitative data analysis, geospatial analysis, map preparation, and field survey using GPS/total station. 3.	GIS Programmer (1 Person) (18 months)	Bachelor Degree in Computer Science/Computer Science & Engineering, specializing in programing from recognized institutions.	8 (eight) years of overall experiences with having 6 (six) years’ experience to design and development of web-based GIS application using programming languages such as JavaScript, C#, Python, SQL and .NET. S/he shall have also sound knowledge of uses techniques to manipulate, extract, locate and analyze geospatial data.	Mentioned in ToR
4.	Database Administrator (1 Person) (18 months)	Master’s Degree in Computer Science/ Database Systems Design and Management/MIS or equivalent from recognized institutions.	10 (ten) years of overall experiences with having 6 (six) years’ experience in database management techniques and methods including having knowledge in designing database, as well as in the design and processing of field survey information collection. 5.	Assistant Server Administrator (1 Person) (18 months)	Bachelor Degree in Computer Science/Computer Science & Engineering/Electrical & Electronics Engineering or equivalent from recognized institutions.	3 (three) years experiences in Server configuration, deployment, management with having knowledge of TCP/IP, DNS, LAN and WAN to maintain server functionality. The GIS Section of LGED now invites eligible Applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with other details as required as per the Application Forms)

The Consultants will be selected using the selection of individual consultant sub-method in accordance with the Public Procurement Procedures issued by the GoB. It is expected that the service will be commenced on March/2019 at LGED HQ and shall be completed on September/2020.

Interested Applicants are required to submit their expressions of interest in accordance with the application Forms and may obtain the Terms of Reference (TOR) and Request for Application (RFA) document from the office of the undersigned during the office hours.

Application shall be submitted by 3:00 PM on 09/01/2019, in sealed envelope delivered to Section In-charge, GIS Section, LGED Bhaban (Level-4), LGED HQ, Agargaon, Dhaka-1207 and be clearly marked with the name of position of Individual Consultants.

The procuring entity reserves the right to accept or reject all applications.
