Request
for Expression of Interest for Selection of Consulting Firm
The Project Director, Rehabilitation of Norosunda River and Improvement
of Surrounding Area of Kishoregonj Pourashava has been allocated public funds
from the Government of the Peoples Republic of Bangladesh (GoB) toward the cost
of the Rehabilitation of Norosunda River and Improvement of Surrounding Area of
Kishoregonj Pourashava, and it intends to apply part of the proceeds of these
funds to payments under the contract for the provision of consultancy services
for the project by a Consulting Firm (National).
The Services includes Norosunda river bank
protection works, construction of bridges, municipal infrastructures etc. The
scope of services, therefore, includes the aforesaid tasks along with
preparation of detailed estimate, bill of quantities, tender documents,
assisting in tender evaluation and construction supervision with necessary
sub-soil investigation, survey, landscaping etc.
The Experience, Resources and Delivery Capacity
required are a good experience of the bridge architecture & structural
design including construction supervision of such construction will be required
for the Project. The appropriate design and construction of such works requires
sub-soil investigation, traffic survey & forecast.
The Project Director, Rehabilitation of Norosunda
River and Improvement of Surrounding Area of Kishoregonj Pourashava now invite
eligible Applicants to indicate their interest in providing the services.
Interested Consultants are invited to provide information indicating that they
are qualified to perform the services (brochures, description of similar assignments,
experience in similar operating conditions, availability of appropriate
professional qualification and experience among staff, etc.). Applicants may
associate with other Applicants to enhance their qualifications, and though not
mandatory, association with foreign firms is not encouraged in this instance.
EOI’s would be reviewed on the basis of the following:
i) Registration and profile of the Firm.
ii) Description of similar assignment carried out
in the past 5 (Five) years (evidence of the assignment must be produced)
specially attractive bridges, pedestrians, recreational park and urban
development projects for improvement of urban livelihood.
iii) Relevant Professionals in the permanent pay
role of the Firm.
iv) Equipment and facilities at hand : Computers,
survey instruments and other logistics, office space etc.
v) Financial capability.
The applicant Firm must produce 3 (Three) copies of
the aforementioned documents for preparation of a short list.
A Consultant will be selected using the Selection
under a Fixed Budget (SFB) procurement method in accordance with the Public
Procurement Regulations 2003 and Public Procurement Procedures issued by the
GoB. It is expected that services will be commenced on January/2012 at
Kishoregonj and shall be completed on June/2013.

Expression of Interest shall be submitted by 5:00
PM on 12/12/2011, in sealed envelope delivered to Project Director, and be
clearly marked "Request for Expressions of Interest for Consulting Firm
(Time - based)."
The procuring entity reserves the right to accept
or reject all EOI's.
