The Local Government Engineering Department (LGED) will implement the project. The Project will be implemented by a suitably staffed project management unit (PMU), to be established by LGED at its headquarters in Dhaka. A full-time project director, based at Dhaka, will head of the PMU. The project director will be responsible for the overall project implementation and coordination and will report to the Chief Engineer of LGED. Besides, survey & investigation,structure design services, sub project supervision etc. will be outsourced to assist the PMU in preparing the engineering designs and estimates of bridge and critical road protective works under the project including implementation of the project.

Few vehicles, will be procured under the project and some old vehicles of completed projects will be used to implement the project.

All procurement under the Project will follow the Islamic Development Procurement Guidelines.   All civil works will be procured through National Competitive Bidding (NCB) following IDB Procurement Guidelines from among qualified local contractors. The consulting services under the project will be procured through competition among local consulting companies as per the IDB Procurement Guidelines. The tree plantation and care taking works, and earthworks will be procured through labor contracting societies (LCS) using direct community participation.
