Local Government EngineeringDepartment under Local Government Division (LGD) will be responsible forimplementing agency for the Project. A Project Coordination Office (PCO) willbe established at LGED Head Quarter in Dhaka headed by the Project Director whowill be a senior engineer of LGED. The Project Director will perform his dutiesin coordination with the necessary personnel/staff (deputation/out sourcing)and other senior officials will work for this project and manpower will bedeputed or by out sourcing.

A Project Implementation Unit(PIU) headed by Paurashava Mayor will be established for implementation of theproject. Superintending Engineer/Executive Engineer/Assistant Engineer of thePaurashava will act as the Project Manager (PM) for implementation of thisproject. He will be responsible for planning and implementation of the projectactivities at Paurashava Level. The Project Manager will be assisted by thetechnical staff of Paurashava. They will get salary and other allowances fromPaurashava's own fund. Tender Notice will be published under single signatureof Project Manager. Paurashava Engineering Section will evaluate the tender andall tenders will be placed before Paurashava Tender Committee. After necessaryverification, Paurashava Tender Committee will recommend to Project Directorthrough Paurashava Mayor for final approval or as per instruction issued fromProject Director office, LGED H.Q. After getting approval for the tender fromthe Project Director, Project Manager (PM) will issue work order observing allformalities of agreement with selected contractors. All work will beimplemented under direct supervision of Paurashava Engineering Section and theconsultants appointed by project. Before payment of any bill, Project Manager(PM) will give a certificate regarding the quality & quantities of the workafter getting clearance from consultants. The Project Director will issuedetailed guidelines about the role and responsibilities of XEN & PM withregard to implementation of the project. Local Government Division (LGD) willrelease fund in favor of Project Director. Therefore, the Project Director willsub-allocate necessary fund to the concerned Paurashava. All payment atPaurashava level will be made under the joint signature of Chief ExecutiveOfficer (CEO) and Paurashava Mayor 

The Chief Executive Officer (CEO)and Mayor of the concerned Paurashava will maintain all project relateddocuments, proper accounts, document of the project fund and face audit byComptroller and Auditor General (C&AG) as per GOB rule and procedure.

Divisional Additional ChiefEngineer and Regional Superintending Engineer of LGED will supervise &monitor the work and give suggestions regarding improvement of constructionquality. For this purpose copy of office order, drawing & design and workschedule will be supplied to the Regional Superintending Engineer, LGED &Executive Engineer, LGED.
