Project Implementation Strategy

The lead agency to administer theproject will be LGED. LGED will have two other institutional partners, namelythe Department of Disaster Management (DDM) and the Institute for Water andFlood Management (IWFM), the latter two institutions will be implementingsub-component 2.3 and1.1, respectively. IWFM/BUET will be responsible to carryout a few specialized research-based studies for the benefit of the project.

The Lead project agency LGED willenter into legal agreements (MoUs or contracts) with entities implementingspecific Project activities under different sub-components. MoUs are foreseenbetween LGED and DDM, LGED and BUET, LGED and WFP and between LGD and /LGED andERD.

The roles and activities of LGED,DDM and IWFM/BUET are presented below.

 

Managementof Component 1: The PMU/LGED will implement this component in closecollaboration with the Bangladesh University of Engineering and Technology(BUET). The overall responsibilities of construction will be on PMU/LGEDthrough offices of Executive Engineers and Upazila Engineers. Construction ofroads (BC and RCC) will be outsourced to professional contractors. The LGEDdistrict offices, headed by executive engineers, will be responsible forimplementing subprojects under the guidance of the PMU. The activitiesregarding training and policy integration (sub-components 1.5 and 2.4) will beled by PMU in collaboration with experts from LGED, Department of CivilEngineering, IWFM/BUET/BAU and other external experts. The research undersub-component 1.1 will be conducted by the Institute of Water and FloodManagement (IWFM) of BUET.

 

Managementof Component 2: The PMU/LGED and DDM will implement this component incollaboration with private sector and non-governmental organizations. Forcomponent 2.1, experienced NGOs/MFIs will be contracted by the PMU. TheComponent 2.2 will be implemented by PMU/LGED by enlisting government, privateand/or NGO training providers. The lead implementer of sub-component 2.3 willbe the Department of Disaster Management (DDM). Sub-component 2.4 will bepartially implemented by World Food Programme (WFP) for the update ofnutritional status and poverty maps, and by the PMU through contracting ofqualified specialists and in collaboration with core country partners forpractical policy reviews. The Country Programme Support Unit (CPSU) will be ledby ERD in close coordination with IFAD country officer and country team.

 

Managementof Component 3: The PMU/LGED, led by a Project Director (PD), willmanage the overall function of the project. The Team Leader of the TA team willact as his alternate and oversee the TA team on technical aspects which consistof 94 Technical experts.

TheExecutive Agency (EA) of the project will be Local Government EngineeringDepartment (LGED) under the Local Government Division of Ministry of LocalGovernment, Rural Development and Cooperatives. LGED will set-up a ProjectManagement Unit (PMU) in the head quarter level in Dhaka led by a full timeProject Director under the direct supervision of the Chief Engineer, LGED. ThePMU will (i) prepare the overall project implementation plan and consolidatedannual works / procurement plan; (ii) assist field office in preparingsub-projects; (iii) monitor and supervise all project managementactivities;(iv) prepare necessary progress reports and the Project CompletionReport (PCR).

Allactivities of PROVATi3   should be implementedaccording to the Project Design Report (PDR), detailed Cost-tab which isprepared by IFAD technical team and competent authority of Government. Allfinancial activities should be finalized according to MoU done by LGED withDDM, WFP BUET & ERD.

The ProjectDirector will be responsible for overall implementation and coordination of theProject, in particular responsible for the following:


  • To prepare an overall projectimplementation plan and detail designs and supervise various civil works withthe assistance of consultants having expertise in engineering design andsupervision.

  • To execute the gender action plan;the resettlement plan and environmental management plan with the assistance ofconsultants having expertise in the related fields.

  • To organizing theM&E activities

  • To work together with the staff ofLGED at District and Upazila level and maintain co-ordination with UnionParishad and the management committees of GCMs and RMs during implementation.

  • To monitorand supervise the work of the field personnel involved in project activities.

  • To prepare the annual work-plan andensure the implementation of the project work. 

  • To disburse project fund in time.

  • To liaison with the developmentpartners and ministries for timely flow of fund.
