Project Implementation Strategy
LGED prepares a data collection format to update existing bridge inventory. The Bridge/Culvert Survey/condition data across the country (61 districts) are collected and subsequently incorporated in RSDMS- VIII software.
Bridge Selection and prioritization for SupRB program will be done by program scope selection & prioritization criteria set by both LGED and World Bank. This task will be accomplished through a web based software- RuBIMS (Rural Bridge Information Management System). However, for 1st year program, updated version of RSDMS-VIII is being used to finalize schemes for maintenance & construction.
RuBIMS has a smart phone cum tablet-based application that facilitates collection of bridge data of each super structure, sub structure and non-structure elements. Each element will be marked based on the Condition State, 1 to 5 denotes Good, Fair, Poor, Severe and Unknown condition respectively. While using the application, all the data taken with photographs will automatically be uploaded in RuBIMS software.
After selection of schemes, concerned districts will be directed to prepare estimate & tender packages of those schemes. Maintenance catalogues are needed to be followed during scheme preparation. Maintenance Catalogue mainly defines the scope of work under all interventions which is linked with condition state found from the field inspection.
The program plans to use another tool to inspect monitor and progress of the Program’s work contracts named as Field Inspection and Monitoring System (FIMS) app.
The Program will be led by a Project Director; the additional chief engineer (Maintenance). The chief engineer will be responsible for Program oversight and providing overall guidance. Sixty-one district executive engineer offices will be mainly responsible for the field-level implementation, including the procurement of contracts (Diagram). These offices will be supported by a number of Upazila engineer offices.
