The basic function of Project Monitoring & Evaluation Unit of LGED is to measure actual against planned deliverables by the projects; however current scope is limited to gather relevant vital information related to progress and evaluation of all development project activities and to regularly send it to different Ministries/organisations, IMED, ERD, Planning Commission, donor agencies, honourable Members of Parliament, honourable Ministers and others. The unit also prepares progress reports on the schemes committed by the Honourable Prime Minister, furnishes information according to the requirements of the Standing Committees of the Parliament and other committees, and response to the LGED related questions/notices to the Ministers sought by the honourable Members of the National Parliament (The Jatiyo Shangsad). PM&E Unit ensures information flow to/from projects and district offices. Generally, three types of following activities are performed by the PM&E Unit:
- Annual Budget preparation: (Preparation of ADP Budget, revised ADP Budget, Project Aid Budget for development projects, their re-appropriation to ensure ADP fund utilization;
- Rescheduling the project in case the project runs behind the schedule; PME unit monitors the projects for completion in stipulated time;
- Monthly Progress Reports (for projects under ADP, comparative statements of physical and financial progress, Accounts for Project Aid);
- Quarterly Statements: (IMED Reports, Project Aid reports, Procurement reports and information on Technical Assistance Projects, ADP implementation reports) prepared in October, January, April and July;
- Annual Statements Preparation : Annual Reports in Bengali & English, Annual Performance Agreement (APA) in July each year;
- Inspection Report Preparation: Mobilise 20 inspection teams for field visit to each regions, follow up of their reports; also maintain liaison with inspection teams of Local Government Division and take necessary action on the basic of their reports;
- Review meetings – organise review meetings annually, half-yearly at HQ level and in regions.
