Project Implementation strategy:

The implementation agency LGED will directly execute the project components through its country-wide existing establishment, through engaging contractors some on competitive bidding and some on direct procurement method.The LGED has been appointed two groups of consultants to implement the project,i) Design and Supervision Consultants (DSC), and ii) Management Support Consultants(MSC), for assisting them in design, supervision, training and monitoring purposes. The DSC consultants will prepare region or district - wise Sub-project Appraisal Report (SAR) for all selected sub-projects (rural roads,rural markets and cyclone centers). The appraisal will be carried out on thebasis of physical field surveys, group discussions, and secondary available data. The SARs will be carried out by the team members of DSC, in close association with LGED officials available at district and upazila offices.These SARs will be submitted to ADB and co-financiers as the case may be. After approval of the SARs, detail designing and estimates will be prepared by the DSC team and tenders will be invited. Moreover, PMO hired directly the individual consultants under IFAD funding who will provide expert advice and help the PMO to prepare studies, report and Knowledge Management support.
