Background and Rationale:
Education plays an important role in human resourcedevelopment. Primary education is
considered as the foundation on which the edifice of education is built. After liberation war of
Bangladesh, the nation took a new vision and the thengovernment took a revolutionary decision
and nationalized the primary education system in 1973.
With the nationalization of the primary educationboth the number of students and schools continue
to increase. At present thenumber of students attending the primary schools is about 18 million and
these students are served by morethan 81000 primary schools including 37,672, Government
Primary Schools (GPS). On January 08, 2013 Govt. has alsodeclared 26,193 Non-government
primary schools asgovt. primary school. So now thenumber of govt. primary school increased from
37,672to 63,865. On a global basis the need forbasic education is emphasized. As a follow up of
this, the globalagenda 'Education forAll' becomes one ofthe priorities of thegovernment. The
objectives beyond this policyis to raise the enrolment rate and reduce incidence of drop-out from
primary school. Increase enrolment andattendance of children in primary school as well as ensuring
quality primary education depend onchild friendly school environment and physical facilities.
