Local Goverment Engineering Department (LGED) is oneof the largest engineering organizations in the country. Although it startedits activities in the 60s through the implementation of the Rural Works Program(RWP), over time the scope of its activities has widened from the remote areasof the country to the city limits. In line with this, LGED has been workingsince 1960 to increase food production and recover agricultural productive land through management of surfacewater resources by excavating/re-exavatng drains and canals, excavating new canals, repairing and rebuilding dams inthe light of the goals and vision of developing the socio-economic conditionsof the country. Initially, small-scale water resource schemes were taken up and implemented through UP membersat the union level under Comilla Model Thana Irrigation Program(TIP), but laterLGED started implementing small-scale water resource schemes under variousProjects. Following the National WaterPolicy (NWP), 1999 and National Water Management Plan (NWMP), 2001 formulatedby the Government of Bandladesh, LGED has a local water management plan forimplementing flood control, drainage and irrigation(FCDI) Projects in area withan area of 1,000 hectares or less. Also LGED plans and implements projects inpartnership with local stakeholders and beneficiaries. Integrated WaterResources Management (IWRM) Unit was established in LGED in 2003 to monitor theactivities of the said projects. The overall function of the IWRM unit is toincrease agricultural/non-agricultural production, create employment, improvesocio-economic conditions, support local governmance, reduce poverty and act asa facilitator of change at the local level through the development andmanagement of local water resources management infrastructure.
